Right of Way Agent prepares organization’s need for additional land or office space. Researches, negotiates and elects to purchase short- and long-term lease of land agreements and right of way for construction that meet the organization’s goals. Being a Right of Way Agent handles all land related legal issues, including transfers of titles and deeds, construction, mortgage concerns, and zoning. Prepares resolutions and other legal forms related to land acquisitions. Additionally, Right of Way Agent may require a bachelor’s degree. Typically reports to a supervisor or manager. The Right of Way Agent contributes to moderately complex aspects of a project. Work is generally independent and collaborative in nature. To be a Right of Way Agent typically requires 4 to 7 years of related experience.

Responsibilities:

  • Read and interpret property appraisals, title reports, plans and legal descriptions;
  • Evaluate relocation benefit payment eligibilities;
  • Complete property management tasks and work with client to clear ROW;
  • Prepare real property comparative sales analysis;
  • Conduct complex negotiations with land owners.

Requirements:

  • Candidates having civil engineering education and/or experience are encouraged to apply;
  • A minimum of 5 years of relevant Transportation ROW experience within the state of Delaware;
  • Must possess strong inter-personal and communication skills;
  • High school diploma or GED (college education preferred);
  • Computer literacy with knowledge of using MS Office products;
  • Working knowledge of real estate practices and principles;
  • Possession of current notary seal or ability to obtain one;
  • Certified General Appraiser and Licensed Real Estate Broker or Salesperson desired.
