Description of Job

Position Summary:
The Health Education Services Office is doing exciting work in health education, mental and behavioral health supports and professional development opportunities for districts, schools, and students. A person joining the HES team will have an opportunity to work in a fast-paced exciting environment with high functioning and collaborative team members who are a part of a positive and energetic culture.

The purpose of this position is to provide project planning, grant management and support to the Office of Health Education Services (HES). This will include grant management, and direct logistical and technical support to the director and other HES team members for current projects and development of future projects.

The Planning and Program Specialist for HES will manage the Vaping Prevention Education Grant and provide support for team members with other grant management tasks such as project development, conference planning, budgets, contracts and invoices. Additionally, this position will interface regularly with external stakeholders and contractors to monitor the implementation of activities.

The role is funded by the Vaping Prevention Education Grant §4-31-108(3) - 24-31-108(4)(a), C.R.S The position is term-limited, ending June 30, 2027 , unless alternative or ongoing funding is identified.

The final salary is anticipated to fall within the posted salary range.

Major Duties and Responsibilities:
A. Grant and Project Management
- Provide consultation and technical assistance to advance a standard of care and best practices for schools in supporting vaping prevention education, behavioral health education and students' comprehensive health education, to include but not be limited to, social emotional Whole Child learning.
- Manage grant activities including reporting, budgets, training, contracts and supports for funded and non-funded school districts/charter schools, as related to training and technical assistance.
- Lead implementation efforts within selected local education agencies (LEAs) to improve or expand upon evidence-based vaping prevention education programs, services and interventions for school-aged youth and families with the goal of improving student educational outcomes.
- Increase LEA capacity by promoting vaping prevention education and literacy among individuals supporting school-aged youth and families while facilitating the identification and fulfillment of appropriate school and community services.
- Lead efforts with LEAs to increase coordination of policies, practices and programs to support the physical, mental, emotional and social needs of students and reduce barriers to learning.
- Consult and provide guidance to LEAs in their efforts to increase implementation of district vaping prevention education policies and best practices.
- Create, monitor, and uphold a comprehensive grant schedule, overseeing project management tasks to ensure that each funded school district/charter school receives support, remains accountable and progresses toward meeting program milestones.
- Exercise leadership in building commitment to the goals and objectives of the grants including site visits.

B. Evaluation and Reporting
- Engage with the program's evaluator to ensure actionable and useful evaluation results are available, including conducting required activities and reporting.
- Comprehend and embrace the evaluation methodology and all performance measures, reporting and deadlines for outcomes.
- Collect required data elements to assess project implementation, quality, evaluation and outcomes.
- Use data to assess project implementation and guide quality improvement in collaboration with program partners.
- Collaborate with Health Education Service team members to prepare annual reports (and other program reports, as needed) as a culmination of the year's outcomes and program details.

C. Communications and Web Resources
- Work with HES to develop communications and messaging to engage and inform stakeholders through multiple mediums.
- Maintain website information and resources for programs and grants in alignment with CDE's communications guidelines.

D. Professional Development and Training
- Identify and design updates for training, support, and resources to address vaping prevention education.
- Work closely with internal and external stakeholders to create resources and develop and implement high quality professional development trainings aligned with CDE's core values, standards and implementation efforts.
- Deliver formal and informal presentations about the program, promising practices and lessons learned upon request.
-Plan and contract with subject matter experts for speaking engagements to highlight pertinent topics for grantees such as evidence-based curricula, vaping prevention education and other mental and behavioral health supports.

E. Collaboration and Partnership
- Identify potential enhancements to the current state infrastructure for a coordinated, culturally responsive approach to meet vaping prevention education and other mental and behavioral health needs of students, families and communities.
- Collaborate within CDE and across state agencies to assist in identifying promising practices and learn from research and evidence-based practices.
- Enhance coordination and collaboration between districts, local health departments and other community resources and providers.
- Represent CDE by building and maintaining relationships with multiple project partners, Colorado-based stakeholders and LEAs.

F. Health Education Services Program Support
- Provide direct logistical and technical support to the HES director and team members.
- Provide support with management tasks of other HES grants such as project development, conference planning, budgets, contracts and invoices.
- Interface regularly with external stakeholders and contractors to monitor the implementation of activities.
- Meet regularly with the HES Director and HES Behavioral Health Grants Supervisor.
- Collaborate on development of vendor contracts with team members and CDE's Office of Accounting & Purchasing.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
- Minimum five to seven (5-7) years related work experience, preferably in a K-12 school setting. Education can substitute for work experience.
- Demonstrated knowledge of mental and behavioral health resources, tools and training to support K-12 instruction.
- Demonstrated ability in managing grants and 2-3 years of project management experience.
- Ability and willingness to travel.
- Ability to pass a background check, which includes a motor vehicle records search.
- Proven ability in data management, including collecting and utilizing data for planning, quality improvement and reporting.
- Demonstrated ability to synthesize and implement programs based upon complex information from multiple sources, such as government, schools and community partners.
- Ability to follow standard budgeting and expenditure procedures.
- Strong communication, collaboration and team-building skills.
- Demonstrated skills in public speaking and implementing professional development or training programs.
- Ability to communicate effectively and facilitate meetings with groups of professionals, including state and school representatives and community partners.
- Demonstrated flexibility, adaptability, self-directedness and ability to meet deadlines.
- Displayed professionalism and high-level work ethic.
- Must have advanced knowledge and experience in using Microsoft Office products.
