Job Summary

The incumbent will be the lead instructor for the Maryland Certified Public Manager® (CPM) program and other Schaefer Center professional development programs. The incumbent will coordinate with and review the work of contract instructors in the Maryland CPM program. As a subject matter expert, the incumbent will ensure program continuity and quality, ensure the program content meets the accreditation requirements of the National Certified Public Manager® Consortium, and refresh the program content on a regular basis as needed. The incumbent will also serve as a lead trainer for other Schaefer Center training programs as appropriate.

This is a regular soft funded position with benefits.

Key Responsibilities

Teaches courses virtually and in-person in the Maryland Certified Public Manager® Program serving as the lead instructor and primary facilitator for the program.
Regularly assesses participant feedback and modifies the program content/delivery to address legitimate participant concerns.
Develops new courses and updates current courses for the Maryland Certified Public Manager Program and other public sector leadership programs as needed. New courses and course updates reflect the incumbent’s assessment of public sector management trends and the results of participant evaluations.
Identifies training needs of CPM alumni and develops new courses to meet those needs.
Ensures continuity of instruction. Briefs contract trainers and speakers.
Evaluates the quality of instruction delivered by contract instructors and makes recommendations for retention/improvement. Assists with recruiting and evaluating contract instructors.
Represents the CPM program externally by attending statewide conferences and the National Certified Public Manager® Consortium Annual Conference. Meets with potential program participants and clients as needed to promote the Center’s training programs.
Conducts training needs assessments for clients and designs programs and curriculum to meet client needs.
Participants in Schaefer Center consulting projects as appropriate.

Required Education and Experience

Education: Master’s degree in Public Administration or related field from an accredited institution.

Experience:
•   Two years of related experience
•   Experience developing public management or related curricula for adult learners.
•   Experience teaching on-line and in-person.
•   Experience working with Learning Management Systems (e.g., Blackboard, Canvas, etc.).

Preferred Education and Experience

Education: Doctorate in Public Administration or related field.

Experience:
•   Experience in public sector management consulting or coaching.
•   Certifications/qualifications in leadership assessment tools.
•   Five or more years of experience working in government organizations or providing consulting services to government organizations.

Required Knowledge, Skills and Abilities

•   Subject matter expertise in public management topics such as leadership, team building, management conflict, strategic management, process improvement, performance measurement, program evaluation, and leadership.
•   Knowledge of adult education learning principles and program design.
•   Knowledge of distance education technologies and delivery modes.
•   Ability to design curricula to meet the needs of adult learners.

Special hours of work required

• Some evening and weekend hours may be required to deliver training sessions.
• Travel can be required to deliver training programs in locations around Maryland.
