POSITION SUMMARY: SUD/ Rehabilitation Intake Counselor is responsible for the scheduling of patients, registration of new patients, verification of payer sources and other related billing information, plans/directs/coordinates the Client Services Director. Coordinates residential and outpatient mail distribution, faxes, telephone operator/receptionist, transportation arrangements via van or transport assistance, and other support services. This position is responsible for all clerical duties related to maintaining the operations of Outpatient Rehabilitation and Residential. Provides multiple stage individual and group treatment in office and community settings to develop trusting relationships with patients so that they may more freely discuss substance use and its effects on mental and physical health and daily functioning. Will participate in setting treatment goals and plans with clients to reduce or abstain from substance use and to learn replacement behaviors. The SUD/ Rehabilitation Intake Counselor will provide recovery support services to patients with substance use disorder (SUD) and will assist patients in achieving sustained recovery. The SUD/ Rehabilitation Intake Counselor will be part of a clinical team embedded in multiple primary care practices. The SUD/ Rehabilitation Intake Counselor will facilitate patient access to substance use disorder treatment, resources, and community recovery groups. The SUD/ Rehabilitation Intake Counselor will act as a knowledgeable resource providing information on resources and navigating barriers. This position will maintain ongoing patient support regardless of relapse and will serve as a motivator, ally, role model, and advocate for patients with substance use disorders. The SUD/ Rehabilitation Intake Counselor should possess thorough understanding of community culture to address the barriers to successful recovery, better tailor health messages, and provide links to community resources and treatment options.

ESSENTIAL RESPONSIBILITIES:

SUD/ Rehabilitation Intake Counselor serves as the point of contact for all patients in the office and telephonically.
Schedules patients for all clinical services.
Receives all calls at Outpatient Rehabilitation and determines the nature of business; directs calls to the appropriate destination.
Greets outpatients to the clinic and takes appropriate information for registration and billing purposes.
Assembles and organizes new admission charts up on first contact. In addition, maintains the patients’ files in the established order.
Collects and distributes mail and messages.
Registers new outpatients via Rehabilitation services upon admission to the facility.
Verifies insurance information via appropriate carriers and obtains authorizations/ recertifications when needed for treatment.
Plans transportation for outpatients when needed via the van driver’s schedule or the transport schedule. Assists with the transporting of patients to and from the Residential Facility.
Performs a variety of clerical duties such as filing, ordering office supplies, copying, faxing and any other needed support.
Assists with the preparation of reports by collecting data, establishing and maintaining tracking systems, etc.…
Types basic correspondence to patients and/or other information.
Uses interpersonal skills effectively to build and maintain cooperative working relationships with all staff, patients, and referral sources.
Maintains a professional standard of conduct, projecting a positive image of Outpatient Rehabilitation at all times.
Complies with infection control and safety policies/procedures.
Performs additional duties as assigned.
Documentation of all activities and daily progress notes/and case notes in the client’s file in a (DIAP) format.
Assists, teaches and/or supervises clients with general program activities and with comprehensive community support services individual and groups, crises stabilization, client services review, Alaska’s screen tools, case management, screening, brief intervention and referral for treatment (SBIRT).
Perform initial Biopsychosocial Assessments and SUD assessments during patient intake.
Assists in patient retention through recovery coaching and harm reduction efforts
Addresses barriers to successful recovery and serves as role model and advocate
Create utilization review documentation for billing (superbill)
Completes all follows up calls with 24 hours of contact with patients.

Systems/Administrative:

Assure chart compliance
Audits attendance verification and assures Medicaid billing is accurate
Assists in developing and writing policies and procedures
Coordinates agency activities and helps plan special events
Develops and utilizes all resources for member rehabilitation
Plans and presents in-service training
Helps screen prospective job applicants
Provides staff support, leadership and professional guidance

Create and Maintain:

A wellness and recovery-oriented environment by using person-first language, respectful documentation, and person-centered planning. All services provided will promote a wellness and recovery outcome.

Unit Programming:

Oversees the unit work activities, groups, case management services, caseload and unit staff

Promotes the therapeutic community by role modeling and stating agency philosophy for staff and members
Facilitates services coordination within the agency
Coordinates referrals when deemed appropriate
Coordinates psychiatric consultations
Ensures and monitors sponsorship for all unit members
Closes cases and ensures appropriate follow-up services
Coordinates clerical duties (obtaining signatures, filing and shredding of paperwork)

Staff Supervision:

Orients new staff and teaches them to use RESTORE procedures for documentation and compliance.
Plans staff schedules to ensure good time utilization and equitable work distribution
Provides on-going individual supervision to promote provision of appropriate services and professional development
Conducts team meetings focusing on member and program issues
Conducts employee performance appraisals and provides on-going feedback on job performance goals

Direct Services:

Assumes case management and documentation responsibilities for small caseload
Initial contact for patients, and coordinates services so patients can be assigned counselor
Assists team in the facilitation of psycho-educational, clerical, and research groups as needed
Completion of vocational and educational readiness assessments and interest inventories
Participates in program activities, intakes and crisis intervention when needed

Quality Assurance:

Completes regular case reviews to monitor appropriate provision and coordination of services among staff members
Monitors caseload size and level of service to staff members
Assures patients are obtaining hours needed
Ensures effective use of staff time to meet agency goals
Participates in Utilization Review Committee as needed
Performs other duties as needed

E-mail:

Creates, receives and responds to all e-mail correspondence in a prompt and professional manner. Emails must be read once per work day during shift

Scope of Responsibility:

Familiarizes self with the formal and informal departmental goals, standards, policies and procedures which may include some familiarity of other departments within the agency

On a regular and continuous basis, exercises sound judgment and assume responsibility for decisions, consequences and results having an impact on people, costs and/or quality of service within the functional area.

JOB REQUIREMENTS:

Must live a life of sobriety
Must be able obtain Current State of Alaska Counselor Technician Certified (CT) or the CDC1 within 1 year of hire. Must obtain a CDCII within 2 years of hire.
Must be able to maintain CEU’s.
In order to transport consumers, you must be at least 21 years of age with a current Alaska Driver’s License.
Current CPR/First Aid/AED certification.
Within one year of hire, complete Crisis Interventions Management Training.

Narcan training is also highly desirable
Incumbent must be enrolled in agency in-service training, in the treatment of substance use disorders as provided in the agency corporate orientation program for a minimum of one year of the completion of 16 contact hours of training in substance use disorders.

Submit to a state of Alaska Background check and pass and maintain an eligible background for this position
