Graduate Procurement Buyer

Position Overview

This position is open to all qualified applicants and serves in the Office of Procurement and Contract Management (OPCM). The DOT Procurement Officer II conducts procurements from initiation to contract award, provides technical guidance to SHA districts, and ensures compliance with state and federal procurement regulations.

Key Responsibilities

Conduct procurements, including solicitations, evaluations, negotiations, and award decisions under SHA delegated authority.

Assist the Section Chief in emergency procurements and standard updates.

Provide technical guidance and training to SHA offices and maintenance shops across the state.

Ensure compliance with all applicable procurement laws, regulations, and policies including MDOT, BPW, COMAR, and EPAAS.

Use EPICS and ADPICS for procurement initiation, contract approval, and processing of invoices and change orders.

Review procurement documents and recommend process improvements.

Maintain proficiency in procurement regulations and internal procedures.

Operate a motor vehicle and possess a valid Maryland motor vehicle operator’s license if assigned duties require vehicle operation.

Education and Experience Requirements

Bachelor’s degree from an accredited college or university.

Two (2) years of contract management or procurement experience involving solicitation, evaluation, negotiation, award, and compliance activities.

Substitutions: professional experience may replace educational requirements on a year‑for‑year basis; certifications and additional graduate education may also substitute as outlined below:

Certified Purchasing Manager, Certified Professional Contracts Manager, Certified Public Procurement Officer, Certified Professional Public Buyer, or equivalent.

Additional graduate education: 30 credit hours per year of required experience.

U.S. Armed Forces military service experience in contracting or procurement roles on a year‑for‑year basis.

Foreign‑educated candidates must provide credential evaluation through NACES or World Education Services.
