Job Summary

These vacancies are located in the U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS). The incumbent will serve as either the National Wildlife Disease Coordinator or National Rabies Coordinator providing national leadership in strategic planning, development, coordination, and implementation of cooperative programs designed to contain, monitor and eliminate wildlife diseases.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

Basic requirement: bachelor’s or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines, or a combination of education and experience (courses equivalent to a major plus appropriate experience).

For the GS‑14 level: applicants must have one year of specialized experience (equivalent to the GS‑13 level) demonstrating: resolving critical wildlife disease surveillance problems, isolating and defining unknown wildlife conditions, working with diverse processes and methods, and communicating technical challenges to multiple levels of authority.

Note: There is no education substitution for this grade level.

Transcripts are required if the position requires specific coursework or a degree in a specific field to be basically qualified.

Experience includes paid and unpaid experience, including volunteer work.

Major Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:

Interact in a technical and representational capacity with various federal, state departments, and other organizations on issues involving wildlife disease surveillance.

Work closely with cooperators on funding issues and apprises Congress and OMB of national disease program accomplishments.

Participate and represent Wildlife Services (WS) in national and international professional meetings critical to the national wildlife disease program goals.

Develop, implement, and evaluate wildlife disease management strategies and develop and implement business plans.

Work closely with budget personnel, including WS State budgetary personnel, program cooperators, and stakeholders on funding strategies and allocation of resources.

Assure that standard operating procedures (SOPs) are developed and implemented to streamline the coordination of field activities conducted by WS personnel.
