Brief Job Description
The Risk Management Specialist IV, Director of Risk Management performs highly complex, senior-level work developing, coordinating, implementing and evaluating a multi-faceted risk management program at a State Hospital. This includes developing, implementing, and reviewing facility policies, programs, guidelines, and procedures in compliance with applicable federal, state, local laws, regulations, and Joint Commission standards related to risk management, safety, emergency preparedness, and workers’ compensation. The role involves conducting environmental and safety inspections, communicating results, recommending mitigation measures, coordinating corrective actions, and overseeing daily security surveillance of the facility. The Director leads staff, implements educational programs and emergency/disaster preparedness plans, directs emergency drills, serves as chairperson of relevant committees, and maintains active involvement during emergencies.
Essential Job Functions
Attends work regularly, including rotating schedules and overtime when necessary. Develops, implements, and reviews policies and guidelines to ensure compliance with Life Safety Codes, Fire Marshall inspections, State Office of Risk Management, and external standards. Conducts inspections, reviews audits, and communicates findings. Coordinates continuous improvement activities and evaluates progress toward risk mitigation. Manages daily security surveillance, directs accident reporting, and mitigates security breaches. Supervises department staff, hires, trains, and evaluates performance. Coordinates and implements corrective actions, and ensures compliance with evidence book and documentation. Implements risk management and safety education, including emergency/disaster preparedness training. Conducts emergency drills, reviews reports, assesses effectiveness, and communicates results. Serves as chairperson of the Accident Review Board and member of relevant committees.
Knowledge, Skills and Abilities
Knowledge of worker compensation and safety program management, risk management concepts, and techniques.
Knowledge of laws, agency policies, regulations, and external standards pertaining to a State Hospital.
Knowledge of emergency preparedness, Life Safety Code, NFPA, and safety standards for residential facilities.
Knowledge of emergency procedures and emergency equipment.
Ability to direct and coordinate risk management and safety programs and conduct daily security surveillance.
Ability to assess emergency/disaster risks and mitigate facility risk.
Skills in measuring program performance and problem-solving.
Proficiency in Microsoft applications and personal computer use.
Ability to make independent technical judgments and work in a team environment.
Ability to coordinate table-top exercises, create classroom training, and tailor training to diverse audiences.
Ability to organize workload, set priorities, gather and analyze facts, and devise solutions.
Ability to effectively communicate technical information orally and in writing.
Ability to define problems, conduct root cause analysis, and draw conclusions.
Ability to evaluate policies and procedures and maintain flexibility in work hours.
Ability to provide remote coaching and advisory services, respond to emergencies, and offer guidance and reassurance.
Skilled in risk management, investigating workplace injuries, and safety programs.
Initial Screening Criteria
Graduation from an accredited four-year college or university with major coursework in business management, public administration, risk management, insurance, occupational safety, or related field is generally preferred.
Associate degree and at least forty-eight months’ experience.
No degree and a minimum of six years of experience.
Experience conducting environmental and safety inspections.
