Job Summary:
In this role, you will oversee the development and preparation of project master purchasing commercial pro-forma forms, including legal and commercial terms and conditions. You will lead the development of purchasing procedures, planning, and forecasting of purchasing staff. You will direct negotiations, solve problems, and communicate with suppliers to ensure compliance with purchase order requirements and achieve the required service to meet project needs.
Major Responsibilities:
By reviewing the prime contract requirements, oversees the development and preparation of project master purchases pro-forma forms, including legal and commercial terms and conditions to be included in purchase documents on project commitments
Prepares, maintains, and monitors project bidder’s lists, ensuring input is received from all procurement functions and other operational groups
Reviews international project commercial conditions of purchasing to ensure purchasing pro-forma terms, conditions and procedures are compatible with applicable Bechtel Directives, Instructions and Procurement Procedures
Forms, issues, and administers purchase orders
Directs negotiations in the commitment of purchases, following review and approval of the proposed negotiating plan by the designated supervisor
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
Advanced experience in the formation and administration of purchase orders through the several steps of bidder prequalification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of suppliers and buyers, back charge procedures, resolution of claims and disputes, and other such related steps.
Proficiency in oral and written communication.
Extensive knowledge of all procurement operations related to Field Procurement activities at multiple locations.
Knowledge of applicable Bechtel Policies, Instructions and Procurement Procedures and Guidelines.
Advanced knowledge and experience in the use of DSCS, including Purchasing, Expediting, Traffic & Logistics and Inventory Modules.
