Duties include gathering and analyzing evidence, applying relevant laws and regulations, drafting timely and well‑supported findings, assessing civil penalties, facilitating settlements, and coordinating with external partners, including the Office of the State Treasurer.
This is a full‑time, non‑exempt, limited duration classified position. Review complaints for jurisdiction, identify key issues, and collect evidence through document analysis, data review, and witness interviews.
Apply relevant laws and regulations to develop supported findings and draft determinations for management review.
Facilitate settlement discussions, mediation, and conciliation, draft enforceable agreements.
Maintain accurate and compliant case files and inter-agency trackers while meeting performance metrics and deadlines.
Contribute to a professional, collaborative work environment that supports equity and inclusion.
Four years of experience related to the class concept that includes specialized experience where the primary duties consisted of 1) collection of information, gathering and analysis of facts, and making conclusions and recommendations; OR 2) gathering, developing, and presenting information for the purpose of education or training. A Bachelor’s degree in Business Administration, Public Administration, Law or other related field and one year of experience described above.
Experience independently conducting complex investigations, including evidence collection, document review, fact analysis, and interviewing complainants, respondents, and witnesses.
Experience interpreting and applying laws, regulations, or program requirements to develop supported findings, draft determinations, or prepare legally sound written documents.
Experience managing a high‑volume caseload, including tracking deadlines, maintaining accurate case files, and using case management systems or data‑tracking tools to ensure timely and compliant case processing.
Direct experience providing testimony in hearings or participating in contested case administrative proceedings.
Strong Ability to evaluate compliance issues and apply administrative rules to support enforcement decisions.
Proficiency using case management systems, data‑tracking tools, and standard office software to manage workload and support effective case processing.
Led by Labor Commissioner Christina Stephenson, the Bureau of Labor and Industries (BOLI) work to ensure that Oregon jobs are good jobs, where workers get paid what they are owed and have a discrimination-free work environment. BOLI protects workers’ rights through enforcement of state labor laws, ensures adherence to civil rights law in public spaces and housing, promotes the development of a highly skilled workforce through registered apprenticeship programs, and provides training and confidential assistance to Oregon employers so they have the tools they need to comply with workplace rules.
Work is performed in a professional office environment with regular, frequent use of a desktop computer, Microsoft Office applications, and the IMPACT database.
Occasional travel may be required, including overnight travel in and out of state, and travel in adverse weather or during evening hours.
The position requires transporting laptops, case files, and other equipment weighing up to 25 pounds.
Investigators may be required to work flexible hours or more than eight hours in a day when conducting investigations.
