Risk ManagerApplylocations: Key West, Fltime type: R1642Join a workforce where innovation and teamwork provide support to the community and citizens of Monroe County.**Compensation:**$91,763.27 - $146,821.25**Job Description:**This position performs responsible, professional, lead, and/or supervisory work in developing, supervising, managing, and maintaining the County’s Risk Management program in accordance with Monroe County Ordinances. The Risk Manager is assigned primary responsibility for management the County’s insurance programs, including procurement and administration of all property/casualty and liability policies and the uninsured loss fund Additionally, this position shall oversee, in coordination with the County Attorney or their designee, the processing of all liability claims, including investigation, notification to appropriate insurance carriers/adjustors, and handling of litigation with assigned defense counsel. The Risk Manager shall supervise the Paralegal – Risk Management position.**ESSENTIAL JOB FUNCTIONS*** Procures all County insurance policies, including property, casualty, liability, and other supplemental coverage. Oversees management and administration of the County insurance program, ensuring current and accurate schedules of insured assets are maintained.* Reviews and recommends insurance requirements in County contracts to ensure adequate risk protection and compliance with applicable policies and regulations.* Prepares agenda items for contracts and other risk management issues presented to the Board of County Commissioners.* Reviews contracts, purchase orders, grant agreements, and related items to confirm sufficiency of insurance and indemnification provisions. Oversees review and approval of Use of Property Requests to confirm compliance with Risk Management standards for insurance and indemnification. Delegates to Paralegal – Risk Management as needed* Oversees review and approval of certificates of insurance for compliance with contract requirements and Risk Management standards. Delegates to Paralegal – Risk Management as needed. Reviews and approves small contracts and agenda items to ensure compliance of contracts and insurance certificates with Risk Management standards.* Exercises professional judgment and initiative in analyzing and resolving complex risk management and claims issues.* Assumes primary responsibility for processing liability claims against the County, including initial investigation, evaluation, and reporting to insurance carriers or third-party adjusters as appropriate. Manages settlement or recommends settlement of claims in accordance with Sec. 2-188 of the Monroe County Code and collaborates with assigned defense counsel on claims in litigation.* Interacts with members of the public, County employees, and external parties to address and resolve claims in a manner that protects County interests and ensures lawful and efficient claim resolution.* Evaluates incident reports involving County personnel, property, or operations to assess liability exposure and direct investigations and evidence collection to support the County’s defense in potential claims.* Makes recommendations and decisions affecting departmental operations and may influence other departments, services, or County-wide activities.* Analyzes and interprets risk-related data, reports, and trends to identify exposures and develop mitigation strategies.* Collaborates with the County Attorney or designee to prepare the annual Risk Management operational budget. Prepares annual internal service billings to allocate Risk Management operational expenses proportionally to appropriate cost centers.* Coordinates payment of settlements and judgments in collaboration with the Risk Administrator, County Attorney, or designee.* Confers with consultants and adjusters regarding insurance coverage and reimbursements.* Responds to requests from Administration, the Board of County Commissioners, Constitutional Officers, and departments such as the Sheriff’s Office, Solid Waste, and Airports for risk assessments and recommendations.* Maintains effective working relationships with County officials, department heads, external agencies, and the public to coordinate risk management initiatives and ensure compliance with County procedures.* Trains, assigns, and reviews the work of staff engaged in risk management or related technical functions to ensure accuracy and compliance with policies and regulatory standards.* Serves in a lead or senior capacity over assigned personnel, providing technical guidance, performance feedback, and professional direction under the supervision of higher-level management or the County Attorney’s Office.* Responsible for personally knowing and following the County’s Personnel Policies and Procedures, Administrative Instructions, Department Operating Procedures, and applicable Statutes and Regulations. QUALIFICATIONS****Education and Experience:**A Bachelor’s Degree or higher required. Certification in Risk Management (ARM) preferred.
