Clinical Nurse II

Job Summary: This position is located within the Department of Youth Rehabilitation Services (DYRS), Health Services Administration Division (HSA). The DYRS mission is to improve public safety and give court‑involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most homelike environment consistent with public safety. The HSA provides comprehensive medical services to detained and committed youth in custody of DYRS at New Beginnings and the Youth Services Center.

Duties and Responsibilities

Provide nursing care, including personal care, diagnostic support procedures, treatment procedures (e.g., ambulation, range‑of‑motion exercises).

Chart, document, and teach youth about their health and treatments.

Work as a member of the interdisciplinary team in a secure facility, treating youths with a variety of disorders that may be accompanied by medical or surgical problems.

Develop, implement, evaluate, and revise a Plan of Care (POC) and/or Treatment Plan (TP) for serious and/or emergency situations appropriate for the client’s age, developmental level, or diagnosis.

Document nursing services, medical care, and treatments in designated documentation systems while maintaining confidentiality.

Coordinate and follow up on health care needs and discharge planning, including referrals to community resources and other health care providers.

Administer medications and treatments authorized by medical staff.

Qualifications and Education

Graduate or higher level degree, bachelor’s degree, associate degree, or diploma from an accredited professional nursing educational program.

Possession of a master’s degree in professional nursing, or

At least one full year of professional nursing experience (equivalent to the GS‑7 grade level or above) and a diploma, associate degree, or bachelor’s degree in Nursing from an accredited professional nursing educational program.

At least one (1) year of specialized experience directly related to the position, equivalent to the next lower grade level or below in the normal line of progression.

Licenses and Certifications

Passing grade on the National Council Licensure Examination.

Current, active, full, and unrestricted license or registration as a professional nurse from the District of Columbia.

Current driver's license may be required while employed.

Work Conditions / Environment

Work performed in close proximity to court‑involved youths within a secured juvenile facility, which may pose a risk to personal safety and property.

Must be willing to rotate shifts between buildings, sit on mandatory on‑call duty, and respond to natural or environmental disasters and public‑health emergencies.

Other Significant Facts

Tour of duty: Day shift 7:00 am to 3:30 pm; Evening shift 3:00 pm to 11:30 pm, including weekends.

Position is a career‑service, permanent appointment.

Union‑covered by the District of Columbia Nurses collective bargaining unit; agency service fee may apply.

Position qualifies as a safety‑sensitive role and requires enhanced suitability screening under DC Personnel regulations.

Residency preference: applicants claiming residency must maintain bona fide District residency for seven consecutive years from the employment start date;

Mandatory presentation of proof of residency.

Pay Plan, Series and Grade: CS‑0610‑09. Promotion potential: no known promotion potential.
