Head of Technical Programme Management

The Technical Program Manager (TPM) leads a large, mission-critical network-modernization program that supports more than 5,500 field sites, multiple data centers/colocation facilities, and 175,000+ users across the Department of Homeland Security (DHS). The TPM owns the full program life-cycle-strategy, planning, execution, financial management, risk & issue management, stakeholder communication, and transition to operations-for all HSEN and LAN-A engineering and architecture initiatives.
The objective of the support services for this project is to design, build, and maintain a cloud infrastructure with a focus on network security that supports the organization's technology and business needs. This involves architecting scalable, secure, and highly available cloud solutions, ensuring optimal performance and cost-efficiency in cloud environments such as AWS, Azure, and Google Cloud. The role requires close collaboration with other IT teams, stakeholders, and third-party vendors to deliver cloud-based infrastructure and services that align with organizational goals.
Maintain Integrated Master Plan (IMP), Quality Control Plan (QCP), risk register, and cost baseline.

• Direct multiple, concurrent project work-streams covering architecture, engineering, testing, security accreditation, and transition-to-operations.
• Oversee Tier-3/Tier-4 escalation processes, change management (ServiceNow), and root-cause analysis.

Team & Stakeholder Management:

• Lead, mentor, and performance-manage a cross-functional team of network architects, senior network engineers, and support staff (20-40FTEs).
• Serve as primary interface to the Contracting Officer (CO), COR, NOSC, and Component CIOs.
• Prepare and defend business cases, SOWs, and Basis-of-Estimates for surge, modernization, and cloud-migration efforts.

Delivering a comprehensive development life cycle program encompassing project management, budget operations, strategic development, and tracking.

• Leading a team of network engineers and architects in supporting DHS.
• Managing the assessment of network tools, gathering user requirements, identifying missing modules, and evaluating product advantages and disadvantages.
• Identifying and resolving risks, issues, and dependencies.
• Updating project information on various platforms such as SharePoint, JIRA, and Confluence.
• Providing weekly status reports on project progress.
• Approving monthly invoices for submission, developing cost summaries at the project level, required as part of the Program Management Report (PMR).

Master's degree in Computer Science, Information Systems, Engineering, or related field.
15+years leading large-scale WAN/LAN programs of similar size and complexity (5,500 field sites, 2 or more datacenters/colocation facilities, and 175,000+ users).
~ Experience supporting DHS large campus networks
Demonstrated success leading DHS network-modernization or cloud-migration initiatives.
Experience managing federal government contracts (
$PMP, CCNP, ITILv4, CISSP, Certified Scrum Master (CSM)

Security Clearance
~ Citizen with ability to obtain DHS Public Trust / Full-Scope BI.

Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.)
limited travel to DCAP2 and field sites.
Schedule: Core hours 09:00-17:00 ET, Monday-Friday; Telework: Hybrid (up to 40%).
