This is a full-time opportunity focused on supporting strategic pursuits and program delivery in major cities throughout the U.As a Program Management Director, you will oversee the daily operations and direction of programs or large, major projects. The ideal candidate will have a proven track record of successfully delivering large and complex capital projects with investments exceeding $1 billion. You will be responsible for addressing complex issues while managing capital planning, design, engineering, and construction phases.Responsibilities Responsible for managing small or medium size programs (estimated total capital investment size between $100 M and $500 M). Lead the program team, manage program resources, and responsible for developing strategy and roadmap for achieving program objectives. Lead decision-making guidance, roles, responsibilities, and processes to ensure that the program is managed effectively and in alignment with organizational policies. Implement financial controls, schedule management, risk management, quality assurance, and performance measurement. Change management leadership in identifying deviations from the plan, implementing corrective actions, and ensuring that the program remains aligned with its objectives. Monitor program performance to determine efficiency and determine areas for improvement. Preferred RequirementsPlans and directs large programs and integrated teams through the program lifecycle phases to deliver value, financial performance, and benefitsProvides program leadership and oversight of project delivery managers, program professionals, construction managers, and subconsultants for water and wastewater programsCommunicates effectively and demonstrates leadership by fostering trust, collaboration, and commitment among all parties involvedInteracts with client senior leaders and important stakeholders such as government leaders and public officialsDevelops high-value client relationships while representing BCSupports the development of team members, especially as it relates to delivery excellence, exceptional client service, and accountabilityFacilitates program steering committee activities in partnership with clients to ensure success and adjudicate challenges affecting program implementationAssures that program risks are adequately managed for the benefit of the client and BCParticipates in program initiation activities that assure successful program startup and sustained implementationMentorship Provide mentorship, guidance, support, and knowledge-sharing to help less experienced team members develop their skills and grow within their roles. Expert in program management and leading more challenging and larger project assignments on time and budget. Proven skills in program delivery lifecycle management phases, processes, and activities. Advanced program controls, strong business and commercial acumen, and performance monitoring and reporting. Expert in program planning and initiation, change management, risk management, and quality management. Experience Typically, a minimum of 15 years of related work experience in project management, program management or related field. Proven experience in successfully planning, delivering and executing small and medium programs. Preferred ExperienceA Bachelor of Science degree in engineering, business, or construction management is preferredAt least 15+ years of program experience with Water and Wastewater programs, including a minimum of 3 years in a program leadership role.Professional Engineering license preferredExperience in key program management areas such as program delivery, strategy development, benefits management, stakeholder engagement, governance, and change managementFamiliarity with various project delivery methods, including Progressive Design Build (PDB), Construction Manager at Risk (CMAR), and Design-Bid-Build (DBB)Strong communication skills, with the ability to engage effectively, listen, and interact diplomatically with staff and clients at all organizational levelsProven experience in client service engagement and business developmentCapability to convey ideas and concepts visually and in writingA self-starter with a results-oriented mindset, able to work effectively under tight deadlinesAbility to prioritize client needs while managing multiple, internal team demands.Exceptional written and verbal communication skillsEducation A bachelor’s degree in engineering, construction, business management or related field or equivalent experience is required. Program management certification or required to obtain in 6 months Salary Range: The anticipated starting pay range for this position is based on the employee’s primary work location and may be more or less depending upon skills, experience, and education.
