Office Location
Investigate licensed premises engaged in the manufacture, sale, transportation, exportation, importation, keeping or storage of alcoholic beverages to determine compliance with governing laws, rules and regulations.

Investigate the unlawful manufacture, sale, transportation, exportation, importation, keeping or storage of alcoholic beverages. Collect relevant information and evidence through observations, surveillance, electronic intelligence databases, administrative searches and interviewing suspects and witnesses.

Develop investigative case files and databases.

Report and present investigation results to the Chief Investigator.

File criminal complaints and affidavits, as well as present testimony, in the district courts of the Commonwealth.

Execute powers of arrest to enforce the penalties against any person or entity, both in and outside the legal liquor industry, who violate the Liquor Control Act.

Coordinate joint investigations with local, state and federal law enforcement officials.

Investigate assigned license applications, including new licenses, license transfers, manager changes, license pledges, changes of licensed location, alterations of licensed premises.

Develop and maintain communications with municipal, state and federal law enforcement agencies.

Develop and maintain communications with the Office of the Attorney General, the Department of Public Safety, the Registry of Motor Vehicles, the Department of Public Health and regional community coalitions.

Present training classes in the enforcement of the Liquor Control Act to municipal, state and federal law enforcement agencies.

Present training in the proper filing of license applications to municipal licensing authorities and licensees.

Coordinate and manage Division administrative matters as directed by the Chief Investigator.

Complete the Massachusetts Police Training Committee Reserve Police Academy, including constitutional law, criminal law, criminal procedure, first aid, CPR, use of force, firearms safety, handling and qualification.

Use investigative techniques to obtain information in accordance with established procedures, through examination of records and documents, interviews and observations.

Analyze and determine applicability of data, draw conclusions and report accurate information with appropriate recommendations.

Prepare and present a report of alleged violations before the Commission or Local Licensing Authorities.

Maintain familiarity with administrative law and procedure, and testify, examine and cross-examine witnesses before the Commission.

Work independently and in a team, adhering to the Investigation and Enforcement Division Policy and Procedure Manual.

Exercise discretion in handling confidential information.

Proficiently utilize MS Word, Excel, Outlook.

This position requires working 37.5 hours per week with flexibility to work alternating shifts that include nights, weekends and holidays. The average work week includes 3 day shifts and 2-night shifts and often includes driving to statewide locations.

A position also requires working in bars and liquor stores throughout the Commonwealth, where an Investigator may interact with persons under the influence of alcoholic beverages and/or narcotics, which may result in hazardous situations. Investigators are trained in verbal de‑escalation techniques, defensive tactics, hand‑control techniques, striking implements and chemical sprays. The investigator must be physically and mentally fit to employ such techniques if required.

A Bachelor’s degree from an accredited college or university OR two years of investigatory or law enforcement experience, or an equivalent or related field.
