Facility Security Officer (FSO)

Onsite: Hybrid - with occasional time on-site in our Arlington, VA office and travel to other facilities as needed.

Clearance: MUST have an Active Secret Clearance or a higher level clearance

Our engineer-led software teams develop technical solutions on an aggressive schedule across the DoW and IC to meet customer needs. Our engineers apply proven, repeatable software, technical, and analytical approaches to build solutions and have frequent interaction with end users to produce and deploy solutions.

We bring experience in building, integrating and deploying AI/ML solutions using Google TensorFlow, Python scikit-learn, and other tools. Black Cape's approach to solution development combines lessons learned from developing and deploying applications to customer cloud environments with industry best practices in Agile development and DevOps.

Perform all security operations including personnel clearance processing, tracking, education, reporting, debriefs and any other duties administratively.

Process necessary badges, visit requests and certifications for government facilities.

Daily use of personnel clearance data systems: DCSA Defense Information Security System (DISS), National Background Investigation Services (NBIS) and other security software in the performance of assigned duties.

Maintain classified materials receipt, logging, control, and dissemination, where applicable.

Maintain accountability of classified government-furnished information and equipment, where applicable.

Participate in and perform inspections and audits to include annual security program self assessments as required by DCSA..

Interface with the government appointed DCSA Industrial Security Representative and lead DCSA Security review activities.

Maintain certification and accreditation of the facilities eligibility as well as personnel, where applicable.

Create and update security plans, procedures, and instructions.

Develop and administer a comprehensive security education training program.

Assure compliance with all government and company security regulations.

Must possess and maintain at least an active Secret security clearance

Knowledge of security clearance processes and government security regulations (NISP, etc.) Ability to manage special access programs, understanding of security databases such as DISS, eQIP, NISS, etc.

Basic familiarity with contractor-side CAC sponsorship/transfer workflows, government ICAM systems (e.g., MP ICAM), and customer network account provisioning

achieve targeted results with minimal supervision; Teamwork - Build alliances, partnerships & collaboration with others, deal tactfully with others; help with a variety of team roles.

Strategic Planning & Decision-Making - Develop strategic short- and long-term plans; arrange priorities, distinguishing urgent, important and unimportant in order to meet goals & deadlines; Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings is desired
