This is a Career Service Purchasing Agent III position working in the Lee County Department of Health.

This is a highly responsible and independent position under the direct supervision of the Purchasing Manager-SES. This position is responsible for work involving the procurement of commodities and services for the Department of Health in Lee County.

Analyzes procurement requests. Determines the appropriate method of procurement, including informal quotes, and discretionary purchases. Responsible for assisting with advanced procurement tasks such as, Invitation to Bid (ITB), Request for Proposals (RFP), Invitation to Negotiate (ITN), Request for Quotes (RFQ), Request for Information (RFI), Single Source (SS) with Florida Statutes, rules and department policy and procedures. Issues purchase orders through the state's e-procurement system, My Florida Marketplace (MFMP). Screens requisitions, purchase orders, verifying supporting documentation, reports for accuracy and conformance with agency policies and regulations. Compile and provide tracking/production data as requested in various forms and maintain procurement files. Solving routine problems and brings unusual problems and administrative matters to the supervisor’s attention. Provides training sessions to Lee Department of Health Ariba on Demand users to improve understanding of the Department’s procurement process in AOD/MFMP.

Responsible for purchasing goods and services for the Division, using State Purchasing Card. Processes purchasing card transactions in the State Purchasing Card System according to assigned role. Provides training to Lee Department of Health cardholders in taking corrective action and resolution of problems. Notify Purchasing Card account holders, secondary account holders and approvers of changes to the rules, procedures, and processes.

Responsible for assisting, managing and training employees with procurement for mobile devices and accessories for all Lee CHD employees. Serves as one of the Administrators in the Cell Phone Bill Verification System. Research to resolve problems with phones, and update organization codes.

Provides support to the Property Custodian Delegate in accordance with DOHP 250-11 updating property records for the purchase and disposal of equipment.

Knowledge of grants and contracts, fiscal and administrative policies, and procedures
Knowledge of numbers, their operations, and interrelationships
Knowledge of laws, legal codes, precedents, government regulations, executive orders, agency rules
Skilled in Microsoft Word and Excel
Ability to keep desks, work documents and files organized.
Ability to understand written sentences and paragraphs in work related documents.
Ability to use logic and analysis to identify the strengths and weaknesses of different approaches.
Ability to communicate effectively verbally and in writing.
Ability to work independently or with minimal supervision.

Experience in procurement, purchasing, contracting, or related administrative work.
Experience reviewing procurement documents such as scopes of work, specifications, bids, or quotes.
