Head of Programme Management

An Election Program Supervisor II is the supervisory level of election programs in a local election office. Employees in this classification supervise and train employees in the Election program such as Election Clerks, Election Program Trainees, Election Program Assistants, Election Program Specialists and other support staff.

Employees in this classification receive general supervision from an Election Director or Election Deputy Director or Program Managers. The work may require travel to election program related activities and events outside the election office; register voters; train election officials and voter registration staff and volunteers or provide related services. Employees may be required to work evenings and weekends, particularly prior to and following an election.

The Election Program Supervisor II provides the full range of supervision and training to the Election Clerks, Election Program Trainees, Election Program Assistants, Election Program Specialists and other support staff and may have administrative responsibilities related to the entire office operation. Supervises Election Clerks, Election Program Specialists, Election Program Assistants, Election Program Trainees and other support staff engaged in administering Election Programs;

Coordinates and supervises special projects;

Supervises and processes a full range of voter activities such as voter registrations, absentee ballot applications, provisional ballot applications and other related activities;

Assists with developing, revising and implementing office practices and procedures;

Answers inquiries regarding election procedures in person, by telephone, by U.Applies knowledge of the Election Law Article of the Annotated Code of Maryland, the Code of Maryland Regulations and the Federal Voting Assistance Program;

Recruits election officials needed to staff polling places, organizes required training sessions, and implements and revises practices and procedures related to judge recruitment;

Supervises the implementation and maintenance of polling place accessibility in accordance with the Americans with Disabilities Act and State policies and guidelines;

Maintains current knowledge of the National Voter Registration Act and all related regulations for the purpose of managing all phases of the Act, including the category of inactive voters;

May supervise technicians engaged in maintaining and repairing election equipment;

May purchase and inventory supplies;

Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience applying election laws, rules and procedures in a local election office.

Candidates may substitute one year of specialized clerical experience for each six months of the required experience applying election laws, rules and procedures in a local. Specialized clerical experience is defined as work in an office which requires reviewing, verifying and interpreting information in order to make determinations and resolve work problems in accordance with policies, regulations, guidelines and procedures.

Candidates may substitute two years of general clerical experience for each six months of the required experience applying election laws, rules and procedures in a local election office. General clerical experience is defined as work performing a variety of clerical duties which are clear-cut and typically found in office settings, such as filing, copying, posting data and directing telephone calls.

Candidates may substitute additional experience applying election laws, rules and procedures in a local election office on a year-for-year basis for the required education.

Experience hiring, training, and preparing payroll for election judges.

Experience small adult groups.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
