DIRECTOR OF PORTFOLIO OPERATIONS The Director of Portfolio Operations provides leadership, guidance, and development to direct reports and

assigned portfolio. This individual will actively manage the assigned portfolio to allow for exceptional operations

standards and new business growth while also maintaining Peabody's reputation for high standards of business

practices, processes, resident, and client services..

Functions of the Position ? Ensure that each portfolio is managed by highly qualified, skilled, and knowledgeable managers. Provide all necessary mentoring and guidance and provide all applicable training and measurement of performance standards to ensure that each manager is knowledgeable and able to perform the duties of their position, consistent with the requirements of the respective job description and Peabody's standards of practice.

• Establish performance goals and benchmarks with each and follow Peabody policy for driving and monitoring goals and benchmark achievements, including established policy regarding disciplinary review. Collaborate with Human Resources to fill staff vacancies, participating fully in the process as required.
• Ensure that each manager assumes ultimate accountability for every aspect of property operation performed by staff, including but not limited to administration, affordable housing compliance as applicable, marketing/

leasing, resident relations, financial management, property maintenance and repair and capital projects.

• Effectively communicate and coordinate efforts between Peabody support and advisory departments and operations, to ensure that appropriate assistance is being provided to site operations in extraordinary circumstances. Ensure that these services are not being used to substitute for the responsibility of the on-site staff to perform job requirements.
• Encourage a spirit of cooperation and teamwork among assigned regions. Conduct periodic review meetings with managers to inform and direct staff on important issues, while providing an opportunity for feedback and suggestions from the staff for increasing operations efficiencies.
• Ensure that each staff member is provided appropriate monitoring, guidance and mentoring, and that each position understands his/her duties and role of overall accountability and ownership regarding portfolio operations.
• In coordination with the Senior Property Manager/Multi-Site Manager conducts monthly site visits to each property within the assigned regions. Perform an executive overview of all aspects of property operations. Counsel staff as necessary on an action plan to resolve issues. Establish and encourage open communication and exchange of ideas among all site and supervisory staff.
• Ensure that each Senior Property Manager/Multi-Site Manager fully understands the various procedures and methods required by each property in his/her respective portfolio for obtaining annual rent increases. Assume ultimate accountability that all required documents are submitted in accordance with those requirements and provide mentoring and guidance throughout the process to ensure that the rental income to each property is maximized.
• Conduct the review and preliminary approval of all operating and capital budgets, as submitted by the respective Senior Property Manager/Multi-Site Manager. Ensure that income and expense forecasts include supporting documentation and reasonable assumptions. Counsel Senior Manager/Multi-Site Manager on any areas that require re-work. Ensure that direct reports fully understand the procedure and method for submitting proposed budgets for executive review. Pass along to the Accounting Department only those budgets that are complete, supportable and are consistent with the respective client’s goals and objectives and with Peabodyt's standards of business practice.
• Conduct a review and approval of the professionally developed CNA as submitted by the Senior Property Manager/Multi-Site Manager. Confirm with the Senior Property Manager/Multi-Site Manager that the CNA is meaningful and updated in accordance with Peabody policy. Monitor the procedures conducted by the Senior

Property Manager/Multi-Site Manager ensuring all replacements are completed in accordance with those

schedules. Provide support and guidance should assistance be required in this regard.

• Encourage utilization of W/MBE contractors for on-site services and ensure that W/MBE contractors are invited to be included in the bid process whenever possible.
• Support and expedite effective communication between the respective Senior Property Manager/Multi-

Site Manager and the Facilities Department should assistance in the contracting procedure be required. Similarly, support and expedite as necessary through the Senior Property Manager/Multi-Site Manager the

coordination of the temporary re-assignment of site staff as necessary to assist the Facilities Department in

new business transition, or in providing assistance to properties outside the assigned portfolio in extraordinary

circumstances or during an emergency event, in accordance with Peabody policy.

? Coordinate with each Senior Property Manager/Multi-Site Manager and the Facilities Dept. the pre-REAC

inspection preparation and follow up, to ensure that each and every property in the assigned portfolio is

routinely operated in accordance with Peabody’s high standards of practice, and at all times in such a manner

as to achieve REAC inspection scores of 90 or better, and agency Administrative or Management Review

scores that reflect full and complete program compliance.

? In coordination with the respective Senior Property Manager/Multi-Site Manager, establish and maintain an

effective professional relationship with each Client in the assigned portfolio, engendering an atmosphere of

open communication and trust.

? Communicate on a regular basis with the Principals/Officers of Peabody on all property related issues,

immediately alerting on any critical issues or emergency events occurring within the region.

? Fully prepare for and attend all meetings as called upon. Ensure that any instruction or follow up assigned by

any corporate officer of Peabody is completed in a professional, accurate, complete and timely manner.

• Participate as necessary in the acquisition of new business accounts, including the preparation of response submissions to RFP's, subsequent presentations, interviews, property tours, etc.
• Lead the transition of new properties into the Peabody portfolio, recommending the assignment of Regional,

and working with other Vice Presidents as well as the Principals/Officers of Peabody to ensure the smooth

assimilation of management services.

? Perform other duties as assigned. Always maintain a professional decorum and ensure that a positive example

of competence, integrity and leadership is set for all staff to follow.

Role Requirements This position requires senior level skills and experience in managing and operating the assigned portfolio of investment properties to achieve the goals and objectives of the respective clients, in accordance with established Peabody standards of practice and applicable law. Significant experience and expertise are required in these areas: portfolio and asset management, planning, operations, administration, and budgeting. Other specific requirements include an advanced knowledge of marketing and assistance program compliance as applicable. This role will require 50% - 60% travel within the assigned portfolio including potential overnight travel to attend Company and or client meetings. This role will also routinely attend client board or association meetings that will extend beyond normal business hours that will require regular evening hours to accommodate meeting schedules.
