Under the supervision of the Superintendent and in cooperation with other District administrators, the Director of Human Resources is responsible for providing comprehensive personnel, employee, labor relations, and administrative services to staff and for responding to the emerging need for human resources development.

Coordinates hiring of professional employees with Superintendent and support staff with other management personnel; includes cafeteria, custodial/maintenance, secretarial, instructional and non‑instructional aides, and administrative, supervisory, athletic and non‑athletic supplemental positions.

Manages the Workers' Compensation Program.

Administers benefits, including health, vision, dental, life, and disability insurance for all employees.

Collects data for contract negotiations, such as wage and fringe benefit comparisons and comparative contract language.

Coordinates contract administration with employee classifications.

Maintains up‑to‑date District Policy and Procedure Manuals.

Places advertisements, prepares mailings, and solicits applications for job openings via electronic and other means.

Assists in screening, reviewing applications, and identifying candidates; Develops and maintains a personnel records system for all school employees, covering employment, transfer, tenure, retirement, leave, promotion, discipline, and demotion.

Monitors and evaluates problems, conditions, and needs of the Human Resources Department.

Coordinates federal and state employee surveys and reports (e.g., Equal Opportunity Employment, salary surveys).

Ensures compliance with Title IX, Section 504, Right to Know, affirmative action, sexual harassment policies, etc.

Coordinates agendas for Labor‑Management Relations meetings (as applicable).

Manages the Workplace Safety Committee and District Emergency Management Plan with other administrators.

Prepares and plans recognition awards and retirement banquet for district personnel.

Serves as a member of the District's Emergency Management Plan Team.

Ensures adherence to District policy, procedures, and applicable contract language in effect.

Acts as Compliance Officer for the Americans with Disabilities Act.

Establishes and maintains productive working relationships with staff, business associates, and the community.

Manages multiple tasks and priorities effectively.

Identifies areas of concern in human resources issues and proposes or recommends solutions.

Bachelor’s Degree in Education, Business Administration, or Human Resources.

Five (5) years’ experience in management.

Knowledge of contract negotiations, labor unions, federal/state/tribal regulations, and data technology coordination.

Demonstrated knowledge and application of effective human resources principles, practices, and trends (plus, but not required).

Executive Core Qualifications: ability to lead change and lead people; possess business acumen; lead and manage to achieve targeted goals and initiatives.

Ability to enhance overall educational programs and services for all students by building capacity and consistency for effective change and sustainability.

Ability to promote team‑building and shared responsibilities among all district personnel.

Occasional travel to schools, departments, offices, buildings, classrooms, and grounds.

Manual dexterity to use office equipment.

Repetitive operation of a computer keyboard.

Generally an office setting year round.

Courteous and effectively manages job responsibilities.

Cooperative, congenial, service‑oriented, and promotes these qualities.

Completes assigned tasks without supervision.

Uses correct grammar, sentence structure, and spelling; Organizes office to efficiently accomplish tasks.

Operates office equipment.

Uses computer technology efficiently—including word processing, presentation software, PowerPoint, and Excel.

Handles confidential information per District policies.

Valid Arizona Department of Public Safety IVP Fingerprint Clearance Card and preliminary background check required.

Salary and benefits per District Policy.

Performance evaluated annually by the Superintendent in accordance with District Policy and Administrator Contract.
