Summary
As a Supervisory Human Resources Specialist (Employee Relations/Labor Relations) you will be responsible for leading and managing programs in Labor Relations, Employee Relations, Performance Management, SAPR, and Drug Testing. You will advise all levels of management on HR issues, act as the primary contact for labor‑management matters, represent management in third‑party proceedings, develop training, and supervise HR specialists to meet strategic goals.

Responsibilities
Serves as a senior technical expert and program manager for the agency's Labor Relations, Employee Relations, Performance Management, SAPR, and Drug Testing programs.
Advises all levels of management on HR issues, including contract interpretation, partnership initiatives, and disciplinary actions.
Acts as the primary contact for labor‑management matters, including grievances, unfair labor practices, and communication with union officials.
Represents management in third‑party proceedings by preparing cases, advising, and participating in negotiations.
Develops and conducts training for supervisors and employees on HR topics such as employee relations and performance management.
Plans, directs, and supervises HR specialists to meet strategic goals, assigning work based on priorities, setting schedules, and ensuring task completion.
Resolves employee complaints and grievances, handles minor disciplinary actions, and refers serious issues to higher‑level management.
Requirements
Must be a U.S. citizen.
Tour of Duty: Flexible.
Security Requirements: Non‑Critical Sensitive.
Appointment is subject to a favorable suitability or fitness determination; adverse background checks are grounds for removal.
Fair Labor Standards Act (FLSA): Exempt.
Selectees must be registered or exempt from Selective Service if applicable.
Supervisory Probation: Required.
Completion of Supervisory Certification Program: Required.
Qualifications
Specialized Experience
Leading or managing programs in Labor Relations, Employee Relations, Performance Management, or Drug Testing, including conducting program evaluations, identifying systemic issues, and recommending policy or procedural changes.
Delivering expert employee relations guidance on performance management, disciplinary and adverse actions, leave administration, and workplace conduct issues; developing case strategies and advising senior leaders.
Developing and delivering training for supervisors and managers on labor relations, employee relations, performance management, and related HR policies to ensure consistent application across serviced organizations.
Assisting lower‑graded specialists on federal civilian employee and labor relations work.
Leading HR staff by planning and assigning work and building team capability to execute complex HR advisory functions across serviced activities.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
