Project/Program Management

• *GovCIO is currently hiring for a Project Manager to join our team. The ideal candidate must be able to work independently with minimal supervision. This role is a fully remote position within the United States with core hours of operation from Monday to Friday, 8 AM to 5 PM ET.
• *Strategic Planning & Product Alignment**

• Creates and maintains integrated project and product plans in Jira for contract deliverables and new or existing products, ensuring alignment with Agile Lifecycle Management (ALM) templates, DEAN Product Line standards, and strategic issue types.
• Project Execution & Team Leadership**
• Manages multidisciplinary project teams, ensuring clarity of priorities, task ownership, and collaboration across technical, functional, and operational staff.
• Oversees schedules, dependencies, risks, and delivery milestones; Reviews and manages project health metrics, budget considerations, and progress toward strategic and operational objectives.
• Coordinates product team activities, monitors contractor deliverables, and ensures integration across partner teams.

**Requirements, Backlog & Agile Workflow Management**

• maintains Jira backlogs across epics, features, stories, and tasks.
• Facilitates Jira‑based planning activities including backlog refinement, sprint planning, PI planning, and Kanban flow management.
• Ensures user stories, acceptance criteria, and value statements meet quality standards and clearly support Veteran outcomes.

**Risk, Quality & Compliance**

• Establishes, tracks, and updates project risks and issues using standardized Jira risk workflows.
• Ensures all deliverables meet quality standards, including completeness of Jira content, documentation integrity, testing readiness, and compliance with VA frameworks.

**Maintains strong communication channels among project team members, leadership, and stakeholders.

• Prepares clear, compelling presentations, dashboards, and visualizations to communicate project health, priorities, and decisions.
• Documents project value to the business and to Veterans, communicating outcomes and impacts effectively.
• Reports project progress to management, ensuring transparency and timely updates.

**Coordinates cross‑departmental participation to ensure alignment between technical teams, business partners, and contract support.

• Organizes and facilitates project meetings, producing agendas, executive updates, action tracking documents, and decision records.
• Captures accurate minutes, documents key decisions, and follows up on action items to ensure accountability and continuous progress.
• Researches and synthesizes information to support problem‑solving, process improvements, and leadership decision‑making

**Bachelor's Degree plus 10 years of related experience, 8 additional years of experience may be substituted for a degree

• Competency in Microsoft applications including Word, Excel, and Outlook.
• Strong analytical skills required to proactively research information and compile responses to ad-hoc data requests
• Knowledge of project management principles
• Ability to excel in a highly dynamic and changing environment
• Ability to effectively communicate, ensuring that all duties are completed accurately and delivered with high quality and in a timely manner
