Technical Program Manager (TPM) – Custom Apps DevelopmentCore ResponsibilitiesProject Velocity & Orchestration: Manage the throughput of custom application development cycles across multiple squads. Ensure engineers effectively balance feature development, technical debt reduction, and bug fixes to optimize sprint outcomes.Deadlock Escalation & Resolution: Identify and track architectural bottlenecks, resource constraints, and complex cross-team dependencies. Escalate hard blockers to Leadership or core stakeholders to minimize pipeline idle time.Stakeholder & Release Communication: Manage communications with dependent internal and external teams impacted by application releases. Enforce standard release notices, migration paths, and deployment timelines.Risk Mitigation & Resource Planning: Proactively plan sprint allocations around production freezes (such as holiday chills) and team capacities to ensure predictable deployment velocity.Metrics & Reporting: Provide regular reports on burn-down rates, milestone tracking, release health metrics, and automated tool success rates.Mandatory Technical Operational SkillsPipeline/Issue Tracking: High-level mastery of project tracking tools like Buganizer, TaskFlow, or Jira. Target Proficiency (5)SDLC & Dependency Concepts: Understanding application deployment graphs, upstream/downstream dependencies, and blast radius management. Target Proficiency (4)Automated Workflows: Using CI/CD tooling and automation scripts to track build statuses and file batch issues. Target Proficiency (4)Risk Management: Tracking SLOs, release milestones, and compliance with deployment freezes.
