Overview

The Higher Education Services Corporation (HESC) is New York State’s higher education student financial aid agency, awarding nearly $1 billion in financial aid to more than 330,000 students each year. HESC administers programs such as the Tuition Assistant Program (TAP) and over 25 scholarship and loan forgiveness programs.

Responsibilities

Provide legal advice to HESC executive staff, managers, and administrators on issues impacting HESC’s mission and student financial aid programs.

Assist in procurement by reviewing or drafting contracts and MOUs, working with agency staff, the Office of State Comptroller, and the Office of the Attorney General.

Research and respond to inquiries from legislative staff and reply to executive correspondence on behalf of the agency.

Develop agency position and strategy for litigation in consultation with the General Counsel and the Office of the Attorney General.

Review and respond to bankruptcy filings using PACER and provide guidance to staff on bankruptcy matters.

Assist on special projects and assignments as needed.

Perform other duties as assigned.

Qualifications

Minimum Qualifications:

Position may be filled at the Senior Attorney level or at Legal Traineeship appointment levels, depending on candidate qualifications.

Attorney eligibility: must have a law degree and be admitted to the NYS Bar (or be eligible for admission) as required for the specific level (Assistant Attorney 1–3, Senior Attorney).

Eligible candidates must meet NY HELPS program minimum qualifications if hired under that program.

For 55(b)/c eligibility, candidates must provide a current eligibility letter and meet the specified minimum qualifications.

Transfer candidates must have one year of permanent competitive or 55(b)/c service in an appropriate title and meet eligibility criteria outlined in the Civil Service Law.

Preferred Qualifications:

Admission to the NYS Bar and 24 months of subsequent satisfactory legal experience.

Experience:

At least 2 years of experience as in-house counsel and/or in the public sector.

Experience collaborating across teams, researching complex legal issues, writing memoranda, and handling a wide range of legal matters in a fast-paced environment.
