Nature of Work The DOT Procurement Officer II reports to the Section Chief in whichever section the person is assigned and conducts procurements, from initiation to contract award, under SHA's delegated authority or subject to review and approval by the Board of Public Works or its designated control authorities, including Architectural & Engineering services, commodities, construction‑related services, maintenance, fixed assets, and information technology. The position provides technical guidance and assistance for the agency procurement function at all levels across SHA Districts, offices, and maintenance shops statewide. The individual applies established standards for small procurement contracts, examines and evaluates procurement documents, and assists with delivering procurement training. The position assists the Section Chief in conducting emergency procurements and reviews and recommends updates to procurement standards, policies, and procedures.

Developing and maintaining proficiency in the State's procurement initiation and contract approval processes using EPICS and ADPICS for processing and approving new procurements, invoice payments, and change orders.

Ensuring compliance with all applicable procurement laws, regulations, and policies, including the Md. State Finance and Procurement Code Annex Div. policies set by the State's control authorities, including DGS OSP, the State Treasurer's Office, and MDOT Secretary's Office (TSO); and SHA's internal policies and procedures.

Possession of a bachelor's degree from an accredited college or university. Candidates may also meet the required education by substituting professional contract management or procurement experience on a year‑for‑year basis, in addition to the following options.

Experience: Two (2) years of experience in contract management or procurement involving duties such as soliciting, evaluating, negotiating, and awarding contracts and ensuring compliance with governmental procurement laws, regulations, and conditions.

Candidate may substitute professional contract management or procurement experience on a year‑for‑year basis for the required education.

Candidate may substitute certification as a Certified Purchasing Manager from the Institute for Supply Management or National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Procurement Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Procurement Officials) for the required education.

Candidate may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience.

Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields on a year‑for‑year basis for the required experience and education.
