Head of Recruiting & HR

This position plays a key role in leading and directing the routine functions of the Human Resources department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices.
Partners with the leadership team to understand and execute the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
- Provides support and guidance to management and other staff when complex, specialized, and sensitive questions and issues arise; Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.
- Creates learning and development programs and initiatives that provide internal development opportunities for employees.
- Enforces company guidelines by developing and updating company policies and procedures. Ensuring management is trained on each policy.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Manages and maintains compliance with labor laws and regulations enforced by the Department of Industrial Relations (DIR), including wage and hour, workers' compensation, and workplace safety requirements. Has experience supporting labor relations matters, including working with unions, collective bargaining representatives, and regulatory agencies.
Provide administrative support to management when required.
- Provide excellent customer service to clients, vendors and suppliers.

Travel
~ Minimal travel (up to 10%) for off-site training
Light physical activity performing non-strenuous daily activities of a clerical nature
Well-lighted, heated and/or air-conditioned indoor office/production setting with adequate ventilations.
~ Moderate noise, business office with computers and printers
Bachelor's degree in Human Resources, Business Administration, or related field
~ Five (5) or more years of experience in Human Resources with progressive management responsibility
Associate degree in business administration, human resources, or relevant field or three (3) to five (5) years of experience in Human Resources with progressive responsibilities
- Familiarity with HR principles
- Knowledge of HR systems and databases
- Experience working with the Department of Industrial Relations (DIR) and familiarity with applicable labor compliance requirements.
- Knowledge of union environments, collective bargaining agreements, and labor relations best practices.
Proficient with Microsoft Office Suite or related software.
~ Proficiency with or the ability to quickly learn the organizations HRIS and talent management systems.
$34 - $42 per hour
