Program Manager – Role Summary The Program Manager implements, manages, and controls all program directives related to the entire lifecycle of multiple projects within the company or within a functional area or customer grouping. The role is responsible for successful project implementation, ensuring timely accomplishment of all specified requirements, and working with senior management to establish program priorities. The Program Manager operates the program according to established policies, procedures, and within stipulated budgetary confines, covering customer, subcontractor, resource, financial, contract, and technical management of the work.

Key Responsibilities Run multiple projects within a given customer base or functional/technical area.

Serve as a focal point and provide program management guidance and expert support for assigned contracts.

Assign work, manage personnel and financial budgets, and oversee all operational and technical aspects for successful completion of contract/program requirements.

Ensure compliance with all contractual requirements and serve as primary point-of-contact with government contract staff for reporting project status.

Respond promptly to all communications and deliverables, and serve as primary contact with the contracting officer when required.

Possess and exercise general knowledge of all technical and management areas of the contract, act as a technical advisor, and implement effective program management processes.

Negotiate submitted proposals with the Contracting Officer Representative (COR) and provide expert consulting on project strategy, methodologies, and high-level briefing materials.

Organize, direct, and coordinate the planning and production of all contract-related projects and support activities, including those of subcontractors.

Set program goals and objectives, ensuring all related responsibilities and projects are assigned, completed on time, at the highest quality, and within budget.

Monitor progress, resolve identified issues, and demonstrate knowledge of contract analysis, compliance, document management, quality control, and records management.

Oversee development of project management tools (e.g., work breakdown structures, project management plans, financial tools, risk management plans) and document results.

Exercise supervisory responsibilities, develop program management competencies through training and coaching, and provide guidance to Project Managers and coordinators.

Act as an advisor to program areas regarding projects, deliveries, and operations, and receive executive guidance on improving business performance.

Develop and apply comprehensive solutions to client requirements/issues and work with diverse government departments having varied business needs.

Implement best-in-class concepts for planning, scheduling, budgeting, and operations to achieve project goals and objectives.

Support business development efforts related to subject matter expertise and proactively seek opportunities for contract and customer growth.

Collaborate with CNI’s Integrated Business Partners (IBPs) to execute tasks in Human Resources, Finance and Accounting, Pricing, Contracts Management, Legal, and Business Development.

Qualifications Bachelor’s degree required and ten (10) years of relevant project management experience, or equivalent combination of education and experience.

Master’s degree preferred.

Project Management Professional (PMP) Certification preferred.

Two to five (2‑5) years of program management experience preferred.

Ten (10) years of government contracting experience preferred.

Ability to obtain and maintain required customer clearance for access to systems, facilities, equipment, and property as needed.

Physical Demands Work is primarily performed in an office environment. Regularly required to sit, use hands and arms to handle objects, operate computer controls, speak, and hear. Occasionally required to stand, walk, and gently lift or move up to 10 pounds, and occasionally up to 25 pounds. Specific vision abilities include close, distance, and depth perception. Compensation Estimated pay range: $125,000 – $150,000, contingent upon location, skill set, and experience. Position is contingent upon award or funding.
