Head of HR and Talent Development

STS Technical Services is hiring a Talent Development Manager in Milwaukee, Wisconsin.

This role will lead talent development strategy, workforce development, leadership development, succession planning, career pathing, onboarding, training effectiveness and workforce capability initiatives for a growing manufacturing organization.

The Talent Development Manager will work closely with HR, Operations, Safety and executive leadership to build scalable programs and processes that strengthen retention, workforce readiness, leadership capability and long-term organizational growth.

The Talent Development Manager will build and lead the organization’s talent development strategy, programs and infrastructure.

This position will oversee the Workforce Academy function while developing scalable systems for employee development, leadership growth, succession planning, career mobility, learning and workforce capability.

The role requires a strong combination of strategic thinking, program development, analytics, change management and cross-functional leadership.

Develop and execute talent development strategy aligned with organizational growth objectives

Build scalable workforce development programs that support business expansion

Establish and maintain a roadmap for learning and development initiatives

Support onboarding and talent management strategy

Identify organizational development opportunities

Lead related workforce development programs

Establish academy goals and performance measures

Monitor program throughput and quality

Support expansion of academy programs as hiring and business needs evolve

Talent Management & Succession Planning

Identify potential successors and development needs

Support internal mobility

Support employee growth initiatives

Leadership Development

Design and implement leadership development programs

Support supervisors, managers and emerging leaders

Support coaching and development initiatives

Learning & Development

Develop scalable training frameworks

Identify development needs across workforce populations

Evaluate and implement employee development solutions

Align development programs with strategic objectives

Track training completion

HR Technology & Process Ownership

Serve as the primary business owner for talent development functionality within Workday

Support talent management processes

Support learning and development processes

Support succession planning processes

Partner with HRIS and HR leadership

Use technology to improve employee development experiences

Leverage HR technology to improve organizational insights

Cross-Functional Partnership

Partner with HR, Operations, Safety, Quality and executive leadership

Support strategic workforce planning

Support organizational growth initiatives

Contribute to broader HR programs

Support organizational effectiveness projects

Seven or more years of progressive experience in talent development, learning and development, workforce development, organizational development, training leadership, manufacturing operations or a related field

Experience building talent development programs and processes from the ground up

Experience with succession planning

Experience with talent management or leadership development initiatives

Strong change management capabilities

Ability to build effective cross-functional partnerships

Experience supporting skilled trades or industrial workforces

Experience with Workday Talent

Experience with Workday Learning

Experience with Workday Performance

Experience with related HR technology platformsBachelor’s degree in Human Resources, Organizational Development, Business, Education, Industrial Psychology or a related field

Equivalent combination of education, training and experience
