*The City of Greenacres' Compensation Plan allows for hiring at a maximum rate of up to 15% above the minimum range for the position based on education, experience and valid proof of certification(s) that are obtained through extensive program of study and training over and above the minimum requirements.
Salary is based on FY27 which is effective 10-1-26

Must have graduated from an accredited high school or have obtained a State of Florida G.E.D. certificate or equivalent.
Must possess and maintain a valid State of Florida driver's license.
Must be of good moral character.
Must submit to a post-offer physical examination. The offer of employment will be contingent on the results of testing and/or examinations.
Position Summary
Plans, directs, and coordinates the City’s fiscal operations and services including budget and administration, preparation of the Comprehensive Annual Financial Report, financial tax reporting, policy/procedure implementation, grants and payroll administration, financial investments and other financial activities.
Essential Duties and Responsibilities
Manages the daily operations of the Finance Department. including financial, budget, grants and investment operations.Prepares the annual budget, and monitors performance to ensure adherence to sound financial management principles and budgeted levels of spending.
Selects, trains, motivates and evaluates department personnel; coordinates staff training; works with employees to correct deficiencies.
Coordinates the preparation of the Annual Comprehensive Financial Report (ACFR) in accordance with all applicable regulations.
Directs the maintenance of a central accounting system consistent with established and accepted municipal accounting principles and procedures.
Oversees maintenance of fixed asset records and calculation of amortization/depreciation expense and preparation and distribution of annual asset inventory reports.
Serves as financial advisor to the City Manager in the management of City’s investments, revenues and expenditures, including financial forecasting and budget control.
Prepares and submits financial statements, studies and reports as requested by the City Manager.
Establishes operating procedures and prepares policies for approval by the City Manager in the areas of budgeting, accounting, travel reimbursement, fund investment, grants and other areas of financial management.
Responsible for all fiduciary funding for all City retirement plans to make sure all plans are sound.
Directs and performs investment activities and bond management programs.
Supervises finance related activities associated with emergency management events.
Reviews and analyzes financial data such as bond documents, monthly financial reports and actuarial reports.
Reviews and approves financial materials such as payroll, checks, pay requests, purchase orders, etc.
Monitors cash collections and receivables and responds to citizen complaints regarding service.
Performs other duties as assigned.
Knowledge of
State and Federal laws governing municipal financial and budget practices and procedures.
Investment practices and procedures.
Public pension systems, in particular Chapters 175 and 185 public safety pension plans
GAAP, GASB, and other accounting rulemaking requirements.
Principles and practices of sound financial management, accounting and budgeting, preferably at the municipal level.
Information technology and integrated data processing applications as they pertain to accounting and financial management.
Principles and practices of public administration and effective management of finance departments.
Computer software including a detailed knowledge of Microsoft Word, Excel, Power Point, Outlook and other programs.
Ability to

Research, prepare and report information regarding financial programs and activities.
Prepare annual budgets, financial statements, reports, memoranda, letters, budget recommendations, and other financial documents.

Qualifications
Must have graduated from an accredited high school or have obtained a State of Florida G.E.D. certificate or equivalent.
Must possess and maintain a valid State of Florida driver's license.
A minimum of three (3) professional/personal references must be provided.
Must have a Bachelor’s Degree from an accredited college or university with major course work in Finance, Accounting, Business Administration or related field.
MBA or MPA is desired.
Ten (10) years of progressively responsible financial management experience, three (3) of which must be in a supervisory capacity.
Municipal experience required.
Certified Public Financial Officer (CPFO) or certification as a Public Accountant preferred.
Must complete eight (8) hours of continuing education in subjects or courses related to investment practices and products annually.
Extensive experience with Computer software including a detailed knowledge of Microsoft Word, Excel, Power Point, Access and other programs.
Must complete Health Insurance Portability and Accountability Act (HIPAA) training within thirty (30) days of employment.
