Under the supervision of the Executive Director, the Human Resources Manager, oversees all aspects of the HR department, ensuring compliance, developing and implementing policies in collaboration with the QIPI Department, and leading the team to achieve company goals. They manage all aspects of ADP including time and attendance, recruitment, employee relations, performance management, and support organizational development.

We are currently seeking a full-time Human Resources Manager to work Monday through Friday from 8:00 AM to 4:30 PM.

HR Leadership & Compliance

Develop and implement HR strategies that align with organizational goals.

Ensure compliance with applicable federal, state, and local employment laws and regulations.

Develop, implement, and maintain HR policies and procedures.

Serve as a trusted HR resource to leadership and employees.

Stay current on HR regulations, trends, and best practices.

Payroll & HRIS

Oversee and process payroll for all employees, ensuring accuracy and timeliness.

Manage and maintain the organization's HRIS.

Ensure employee records and HR data are accurate and up to date.

Identify opportunities to improve HR processes and systems.

Hands-on payroll processing experience is required. Help resolve employee benefit questions and issues.

Employee Relations

Partner with managers and employees to address employee relations matters.

Conduct and document employee investigations and make recommendations based on findings.

Provide guidance to management regarding workplace concerns, policies, and employee performance.

Support unemployment claims and hearings as necessary.

Address and coordinate matters related to the Family and Medical Leave Act (FMLA) and other employee leave needs.

Talent Acquisition

Manage the recruitment process from sourcing through hiring.

Partner with hiring managers to identify staffing needs and support effective hiring decisions.

Identify opportunities to improve recruitment strategies and processes.

Support onboarding and new hire processes.

Performance Management

Lead the employee performance evaluation process and ensure reviews are completed timely.

Partner with managers on performance management, coaching, and documentation.

Review performance evaluations for consistency and accuracy.

Assist management with employee separations and ensure appropriate documentation and procedures are followed.

Support administration of compensation programs and salary structures.

Develop and coordinate learning and development initiatives.

Track employee training and maintain appropriate training records.

Ensure employees complete required training in a timely manner.

We are looking for an HR professional who brings a combination of HR knowledge, operational expertise, sound judgment, and strong interpersonal skills.

Bachelor's degree in Human Resources, Business Administration, or a related field.

5–7 years of progressive HR experience.

Hands-on experience with payroll processing.

Experience handling employee relations matters, including investigations and workplace concerns.

Experience managing or supporting full-cycle recruitment.

Experience working with an HRIS.

Ability to work independently, manage competing priorities, and meet deadlines.

Experience with ADP Workforce Now or a similar comprehensive HR/payroll system.

Experience working in a nonprofit, human services, healthcare, or community-based organization.

Experience supporting a rural or community-based organization.

Experience serving in an HR leadership or HR business partner capacity.

Knows payroll and is comfortable owning the process rather than simply reviewing reports.

Is comfortable navigating employee relations situations with professionalism, discretion, and good judgment.

Can effectively partner with managers while also holding leaders and employees accountable to HR policies and practices.

Understands recruiting and talent acquisition and can help managers attract and select qualified employees.

Can move between strategic HR conversations and detailed operational work without hesitation.

Is organized, accurate, responsive, and able to manage confidential information appropriately.

Is comfortable working in an environment where the HR function requires both independent ownership and strong collaboration.

This position primarily operates in a professional office environment and regularly uses computers, phones, and other standard office technology. The position may require travel as needed.
