Position Summary: Performs advanced managerial work providing direction, supervision, and guidance to the Budget and Finance Department. Work includes establishing goals and objectives, developing, reviewing, and implementing department policies, procedures and guidelines. Oversees complex financial analysis, agency budget functions and internal/external financial reporting. Establishes the review, determination, reporting, and analysis of cost savings. Analyzes expenditure and revenue trends. Advises and recommends appropriate actions to the Senior Director of Budget, Payroll, and General Ledger Accounting, Chief Financial Officer, and other members of management. Communicates with external oversight stakeholders including the Office of the Governor and Legislature. The Director of Budget and Finance is a direct report to the Senior Director of Budget, Payroll, and General Ledger Accounting and works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Qualifications: Education: Bachelor's degree from an accredited four (4) year college or university with major course work in business, accounting, financial planning and analysis, or finance. Additional work-related experience may be substituted for education on a year-for-year basis (High-school diploma required). Experience and Training Required: Minimum of seven (7) years of experience in financial analysis, State of Texas budget practices, and/or working with varied accounting and financial systems. Minimum of seven (7) years of experience working with State of Texas Legislative Appropriations Requests, agency budgets, business plans and/or related financial statements. Minimum of seven (7) years of experience presenting complex budget and financial issues to the Legislature, Executive level, and agency board. Minimum of five (5) years of experience leading, coaching, supervising, and developing teams; Includes experience facilitating performance evaluations, disciplinary actions, etc. Advanced Microsoft Excel experience (e.g., Pivot tables, V-Lookup, etc.) Experience and Training Preferred: Experience managing accounting and budget functions. Advanced experience with State of Texas systems including CAPPS, ABEST, and USAS.
