Journeyman Plumber/HVAC

Overview The incumbent is responsible for the modification of utility, supply, and disposal systems, complex installation, repair, and maintenance of plumbing fixtures, hot water, cold water, and sewage. This position is located in the D.C. Department of Corrections (DOC), Facilities Maintenance Division.
The incumbent may also be involved in guiding the workforce and on-the-job training to inmate workers, as necessary, and is responsible for ensuring safety in the performance of the work assigned.
Duties and Responsibilities Perform specialized work assignments related to the installation, repair, and maintenance of supply and disposal systems.
Review building plans, blueprints, work orders, and sketches; repair and maintain steam lines and plumbing lines/fixtures throughout DOC.
Plan and ensure proper slope and level of installations to provide for proper flow, drainage, and sanitary conditions and to prevent backflow, vacuum, or air lock conditions.
Troubleshoot various plumbing systems and equipment, including backflow prevention devices (e.g., reduced pressure principal devices, double check devices, atmospheric vacuum breakers) and other cross-connection devices.
Perform installation and maintenance on return pipes, hot and cold-water lines, laying and connecting water and sewage lines, and installing new or repaired plumbing and heating equipment (e.g., pressure reducing valves, make-up water and blow-down tanks, toilets and wash bowls, sinks, traps, valves, pumps, and air/gas appliances).
Install and periodically check fire system automatic sprinkler control gauges; maintain adequate water pressure and remove water from air lines.
Replace defective parts, adjust valves, and perform related repairs; provide on-the-job training to inmate workers; monitor their work including packing valves and repairing or replacing gaskets and expansion joints.
Monitor and ensure safety compliance; provide orientation and on-the-job safety training; enforce use of protective equipment; investigate and report accidents and injuries.
Qualifications and Education ABILITY TO DO THE WORK OF THE POSITION WITHOUT MORE THAN NORMAL SUPERVISION.
Knowledge of Equipment Assembly, Installation, and Repair.
Ability to Interpret Instructions and Specifications (including blueprint reading).
Measurement and Layout.
Ability to Use and Maintain Tools and Equipment.
Licenses and Certification Valid Journeyman or Master Plumber license in the District of Columbia during employment.
Valid Driver’s License during employment.
Working Conditions Most work is performed in a correctional institution with inmates. Adherence to institutional safety and prevention guidelines is required. Incumbent may work in excavations under adverse conditions (wet, muddy, cold, cramped areas, and exposure to high temperatures) and may encounter risks such as burns, injuries from moving pipes, and related hazards.

Collective Bargaining Unit: This position is in the collective bargaining unit represented by the Fraternal Order of Police.
Position Designation: Enhanced suitability screening; suitability safety sensitive. May require criminal background check and drug/alcohol testing. May disqualify based on marijuana presence in test results even with a medical card.
Essential or Emergency Designation: Essential position under District Personnel Manual; required to perform duties during emergencies. May be recalled, required to work rotating shifts and weekends, and be on-call in a correctional facility.
TB Test required prior to entry on duty.
