Head of School, School of Project Management

This position is responsible for the implementation of capital projects for Prince Georges County Schools. The Project Management Supervisor oversees a team of project managers and support staff, implementing approximately $100 million in capital projects that range from small capital improvements to new schools. Most projects are multi‑year. The Project Management Supervisor ensures that projects are delivered on time, within budget, and with a high‑quality result.

Responsibilities

Develop, implement, and update a work plan for the project management unit, including assignment of projects, establishment of and monitoring of schedules.

Supervise project managers and project management staff by assigning tasks and monitoring compliance with project parameters.

Work with planning and design units to oversee the implementation of capital projects from initial approval through design, bidding, construction, and project closeout.

Review technical proposals, monitor legal issues (claims, non‑payment issues), change orders, and contractor payments.

Conferring with consultants, design team, and construction team to provide guidance and directives.

Maintain schedules and graphs showing all planning, design, and construction activities.

Review and recommend actions to continually improve performance of the unit with regard to schedule management.

Develop and implement cost control measures, including change‑order evaluation, management, and tracking.

Develop and implement construction quality assurance measures in accord with industry best practices.

Develop recommendations for program delivery methodologies and implement program according to approved parameters.

Develop and enforce compliance with approved project management procedures, including file‑management protocols, communications, and reporting.

Support outreach activities with CIP stakeholders, including participation in School Board meetings, public meetings, and assistance in developing web pages and other public communications to present project management updates.

Ensure compliance with State of Maryland PSCP regulations.

Financially manage construction programs.

Participate in the development of project scopes and schedules for the annual capital improvement plan.

Attend important project management meetings, not limited to the construction phase.

Develop corrective measures where problems occur on projects.

Direct activities of consultant project and program managers.

Other duties as assigned.

Qualifications

Ability to manage multi‑million dollar construction projects.

Extensive experience managing public construction programs; preferably school construction, but experience with a similarly complex public program will be considered.

Understanding of complex program and project delivery management systems, including differing construction delivery contract types.

Knowledge of relevant engineering principles and methods of construction.

Knowledge of building codes and regulations.

Knowledge of construction contracting regulations.

Knowledge of public procurement regulations and procedures.

Good written and verbal communication skills.

Ability to lead a team of professionals.

Knowledge and comfort with Microsoft Office Suite (Access, Excel, Word, PowerPoint).

Expertise in Microsoft Project and/or Primavera.

Well‑organized and detail oriented; attention to accuracy is critical.

Prepared to work in a fast‑paced environment with multiple tasks ongoing at the same time.

Ability to supervise and evaluate personnel.

Must have a valid motor‑vehicle license.

Education

Professional degree from an accredited college or university with coursework in Architecture, Engineering, Construction Management or a related field; or an equivalent combination of experience, education, and training that provides the required knowledge, skills, and abilities.

Certifications

Preferred: PE or architectural license. USGBC LEED AP preferred.

Supervisory Responsibilities

Supervision of project managers and administrative staff.

Physical Demands

The physical demands of this job include standing, walking, hearing, speaking, sitting, and using fingers, tools or controls. The employee may occasionally need to reach with hands and arms and stoop, kneel, crouch, or crawl. The employee may occasionally push or lift items up to 25 lbs.

Working Environment

The work environment is typical of an educational district and includes office settings, site visits, and occasional field work. The employee may be required to work in varied weather conditions, and the job requires frequent travel within the county.
