Summary You will serve as a PROGRAM MANAGER in the CVN78 CLASS PROGRAM of DPAE AIRCRAFT CARRIERS. This is a RE-ADVERTISEMENT of Announcement Number: ST-13008143-26-JAS. Responsibilities You will establish work assignments to be accomplished by the employees in the program, setting priorities, preparing schedules for work completion, and ensuring the timely performance of satisfactory work efforts. You will determine responsibilities, evaluate employee performance, recommend appropriate incentives, initiate corrective actions, assure safety practices, and keep employees informed of management and personnel policies. You will apply managerial skills and a broad background of knowledge in program/project management. You will be accountable to the Program Manager for assigned cost, schedule, performance reporting and contract activities, logistics, budget and personnel management for assigned activities in any and or all phases of the acquisition life cycle. You will assist the Program Manager in forecasting and managing workload for the program office or functional area. You will advise the Program Manager in designing acquisition strategy and program baseline, and direct acquisition life cycle activities and all efforts associated with the program office or functional area through subordinate managers and teams. You will provide goals, objectives, program and general guidance for operations consistent with higher level framework/guidance. You will identify requirements and define scope of projects which comprise the overall acquisition program. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalent) pay band or grade level in the Federal service or equivalent experience in the private or public sector developing policies or guidance to support Shipbuilding and Conversion (e.g. budgeting, planning, program management, execution, and communications) for the resolution of problems within functional areas of a carrier fleet program. Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
