Essential Context: HSCS is comprised of ten psychiatric hospitals, two youth residential treatment facilities, and thirteen state supported living centers. The psychiatric hospitals are accredited by The Joint Commission and provide state-of-the-art, recovery-oriented care. The Risk Management Specialist IV role focuses on developing, coordinating, implementing, and evaluating a multi-faceted risk management program at a State Hospital (SH). The position involves policy development, risk mitigation activities, safety and emergency preparedness, and worker’s compensation, with extensive supervisory responsibilities.

Responsibilities Develop, implement, and review facility policies, programs, guidelines, and procedures related to risk management, safety, emergency preparedness, and workers’ compensation in compliance with laws, regulations, and Joint Commission standards.

Conduct environmental and safety inspections, communicate results, and coordinate corrective actions; oversee daily routine security surveillance and incident information collection.

Supervise department staff; hire, train, and develop employees; ensure training compliance with agency and facility standards.

Coordinate and implement an effective Risk Management/Safety educational program and Emergency/Disaster Preparedness training; direct emergency drills and exercises; serve on committees as needed.

During emergencies, maintain active presence, coordinate with incident command, generate after-action reports, and act as ICS subject matter expert if qualified.

Develop plans of correction/improvement; coordinate responses to surveys and inspections; ensure documentation and follow-through for quality improvements.

Lead and coordinate risk management activities, including security, safety, environmental issues, and workers’ compensation programs; facilitate communication with administration and department heads.

Assist in table-top exercises, training development, and performance evaluations; ensure staff competency and readiness.

Direct and coordinate emergency drills, evaluate staff performance, and implement improvements based on drill results.

Qualifications / KSAs Knowledge of worker compensation and safety program management; knowledge of risk management concepts and techniques.

Knowledge of laws, agency policies, and external standards related to the provision of services in a State Hospital; familiarity with Life Safety Codes and fire safety standards.

Ability to direct and coordinate risk management and safety programs; ability to analyze potential emergencies and mitigate risk.

Skills in identifying performance indicators; proficiency in Microsoft applications; ability to communicate technical information clearly.

Ability to organize workloads, set priorities, and conduct root cause analysis; ability to work in a team and provide remote coaching as needed.

Ability to respond to emergencies and provide guidance; problem-solving and decision-making capabilities; experience with incident command is a plus.

Education, Licenses, and Certifications Registrations, Licensure Requirements Or Certifications: None

Screening Criteria Graduation from an accredited four-year college or university with major coursework in business management, public administration, risk management, insurance, occupational safety, or related field is generally preferred

OR Associate degree with a minimum of 48 months of experience

OR No degree with a minimum of six years of experience

Experience conducting environmental and safety inspections

Additional Information Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks (CANRS, Nurse Aide, Medication Aide, Employee Misconduct, LEIE). Males 18-25 must be registered with Selective Service.

All applicants must be at least 18 years of age. Waco and Terrell Center for Youth applicants must be 21.

Immunization policy compliance is required; vaccine-preventable diseases are listed by CDC guidelines; vaccination may be required or protective measures taken if not immunized.

OT/extended hours may be required; telework eligibility varies by program and supervisor discretion.

Pre-employment checks and work eligibility: HHSC uses E-Verify; bring I-9 documentation on first day.
