Under the general direction of the City Attorney, assists in representing the City of Dripping Springs and in providing legal counsel to the City Council and city staff on a broad range of legal matters. Serves as the primary legal advisor on Public Information Act issues and assists with legal matters as directed by the City Attorney, Mayor, and City Council.

Essential Duties and Responsibilities

Researches and analyzes statutory law, case law, administrative regulations, and legal authorities; prepares agenda items, opinions, and other legal analyses to support City operations and decision making.

Drafts, reviews, compiles and analyzes legal documents including contracts, agreements, leases, procurement documents, bid proposals, and related documents to protect the City’s legal, property and financial interests.

Uses technology, including approved artificial intelligence tools where appropriate, to support legal research, drafting, document review, public-information processing, and administrative efficiency, while exercising independent professional judgment and verifying all material legal analysis, citations, factual assertions, and work product before use or disclosure.

Advises city staff on open government issues, including compliance with the Texas Public Information Act, the Texas Open Meetings Act, and other applicable legal requirements.

Drafts, reviews, and edits ordinances, resolutions, and related agenda items and related documents for consideration by City Council and other boards, commissions and committees.

Provides legal support to Municipal Court operations by assisting the prosecutor and court staff and ensuring compliance with applicable laws and procedures.

Prosecutes misdemeanors and code violations, and other matters within jurisdiction of Municipal Court when prosecutor is unavailable.

Monitors, reviews and analyzes new and pending legislation, case law, and administrative regulations that may affect the city and provides recommendations regarding potential impacts and necessary actions.

Assists in development, implementation and review of all City and departmental policies and procedures.

Assists the City Attorney with legal projects, litigation support, special assignments and other matters related to the provision of legal services for the City.

Assists with supervision, training, and coordination of work assignments for law clerks, paralegals and other legal support staff and outside counsel retained by the City.

Acts on behalf of the City Attorney and performs the duties of the City Attorney during periods of absence or unavailability.

Attends City staff meetings and regularly scheduled or specially called City Council, board, commission, committee, and other City meetings, including evening meetings, as assigned.

Travels to various destinations in and out of the City in support of legal, administrative, court, meeting, training and project-related responsibilities.

Establishes, maintains, and fosters positive, professional, and effective working relationships with employees, City officials, external legal counsel, opposing counsel, litigants, court personnel, law enforcement, professional colleagues, media representatives, vendors, residents, and members of the public.

Ability to handle sensitive information appropriately and maintain confidentiality in accordance with applicable law and City policy.

Ensures that any use of artificial intelligence or automated tools complies with applicable law, attorney professional obligations, confidentiality requirements, public information and records retention obligations, cybersecurity standards, and City policies.

Performs other related duties as assigned.

Qualifications

Currently licensed and in good standing to practice law in Texas, or be authorized to practice law in another U.S. or foreign common‑law jurisdiction and eligible to obtain authorization to practice law for the City within a timeframe established by the City.

Municipal law, open government, land use, procurement, litigation, contract drafting and negotiating, governance, public employment, or local government experience is preferred.

Ability to communicate effectively verbally and in writing.
