Head of Recruiting & HR

This position is responsible for assisting in directing the day-to-day operations of the department.

Oversees workers’ compensation, ADA, FMLA, military leave, disability, and return-to-work functions; Collaborate with the HR team to develop and implement risk mitigation strategies and ensure timely resolution of risk management issues.

Partner with HR Director to analyze trends in compensation and benefits; Direct Wellness Committee initiatives by coordinating events, fostering employee engagement, and managing related communications.

Assists with recruitment, hiring, and onboarding processes; oversees the applicant tracking system; Maintains and updates employee data in all database systems; maintains personnel and payroll data in HRIS and timekeeping system; Oversee daily HR Help Desk operations, ensuring efficient workflow distribution and responsive customer service.

Monitors, maintains, and troubleshoots department software programs and computerized databases.

Assists in resolving employee relations matters.

Performs position management duties.

Maintains annual performance appraisal system.

Handles confidential matters with discretion.

Knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.

Knowledge of workers’ compensation policies and procedures.

Knowledge of city recruitment and hiring practices.

Knowledge of city and departmental policies and procedures.

Knowledge of computers and job-related software programs.

Skill in the provision of customer services.

The Human Resources Director assigns work in terms of general instructions. Guidelines include employment laws, federal and state regulations, benefit plans, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

The work consists of varied human resources management duties. The purpose of this position is to provide support for the city’s human resources functions. Successful performance helps ensure the efficiency and effectiveness of those functions.

Contacts are typically with co-workers, other city employees, elected and appointed officials, benefits providers, claims adjusters, job applicants, and the general public.

The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.

Experience sufficient to thoroughly understand the work of core HR functions to be able to answer questions and resolve problems, usually associated with three years of experience or service.
