Deputy Director Of UtilitiesThe City of Carlsbad is accepting applications for the position of Deputy Director of Utilities. Under direction of the Director of Utilities, plans, directs, manages, and oversees the activities and operations of assigned divisions within the Utilities Department, including water and wastewater operations, laboratory functions, environmental compliance, and utility billing. Coordinates assigned activities with other divisions, departments, and outside agencies. Provides highly responsible and complex administrative support to the Director of Utilities and executive staff.Examples Of DutiesSupervises and oversees the operation of the Municipal and Double Eagle Water Systems, the Carlsbad Wastewater System, Environmental Services, & Solid Waste systems.Assume management responsibility for all services and activities of assigned operations including water and wastewater treatment, distribution and collection, laboratory functions, environmental compliance, and utility billing.Manage the development and implementation of the Utilities Department goals, objectives, policies and priorities for each assigned service area; prepare and supervise the preparation of the City's long-range future growth and development plans and programs.Plan, direct, coordinate and review the work plan for assigned programs and services; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems; coordinate assigned activities with those of other departments and outside agencies and organizations.Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.Represent the Utilities Department to other departments, elected officials, citizens and outside agencies; meet with and advise individual property owners and community associations on utility policy; explain, justify and defend department programs, policies and activities; negotiate and resolve sensitive and controversial issues and complaints.Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.All other duties as assigned.Typical QualificationsAny combination of education, training, and experience that would provide the required knowledge, skills and abilities is preferred. A typical way to obtain the required qualifications would be: High school graduate or GED. Bachelor's degree from an accredited college or university with major course work in environmental engineering, civil engineering, public or business administration, or a related field. Master's degree in business, public administration, civil engineering, or a related field preferred. Must have seven (7) years of increasingly responsible utility program management experience including three (3) years of administrative and supervisory responsibility. Must possess, or be able to obtain, State of New Mexico Level 4 Water and Wastewater Certification within two (2) years of appointment, or New Mexico Environment Department approved reciprocity of Water and Wastewater Certifications. Must have an excellent work history to include dependability and stability. Must possess and maintain a valid New Mexico Driver's License. Proficient in reading, writing, and speaking English.Supplemental InformationAttends and participate in professional group meetings; stay abreast of new trends and innovations in program development and implementation of assigned areas. Provides responsible staff assistance to the Director of Utilities and executive staff; conduct a variety of organizational studies, investigations and operational studies; recommend modifications to utility programs, policies and procedures as appropriate. Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence. Oversees and participates in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; conduct rate studies; approve expenditures and implement budgetary adjustments as appropriate and necessary. Participate in the development, implementation and administration of the City's capital improvement program as it relates to City-owned utilities and facilities; review plans, engineering reports and budget estimates prepared by staff, outside consultants and other City departments. Knowledge, Skills, Abilities and Other Characteristics: Knowledge of advanced principles, practices, and techniques of public program administration. Knowledge of operations, services and activities of a modern municipal utilities program. Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs. Knowledge of methods, materials, techniques, and equipment used in the construction, operation and maintenance of water, wastewater and solid waste systems. Knowledge of operational characteristics of facilities, equipment and systems of assigned areas. Knowledge of principles and practices of program development and administration. Knowledge of principles and practices of budget preparation and administration. Knowledge of principles and practices of contract administration. Knowledge of principles of supervision, training and performance evaluation. Knowledge of research methods and sources of information related to a broad range of municipal programs, services and administration. Knowledge of recent developments, current literature and information related to public works and utilities operations. Knowledge of occupational hazards and standard safety precautions necessary in the work. Knowledge of pertinent Federal, State and local laws, codes and regulations. Ability to manage and direct a comprehensive utilities program. Ability to oversee, direct and coordinate the work of division staff. Ability to develop and administer departmental goals, objectives, and procedures. Ability to analyze and assess programs, policies and operational needs and make appropriate adjustments. Ability to identify and respond to sensitive community and organizational issues, concerns and needs. Ability to oversee a comprehensive utilities capital improvement program. Ability to delegate authority and responsibility. Ability to select, supervise, train and evaluate staff. Ability to prepare and administer large and complex program budgets. Ability to oversee contracted professional services. Ability to prepare clear and concise administrative and financial reports. Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Ability to identify, coordinate, and resolve a wide variety of interests in the development of utilities projects. Ability to research, analyze and evaluate new service delivery methods and techniques. Ability to interpret and apply Federal, State and local policies, laws and regulations. Ability to communicate clearly and concisely, both orally and in writing. Ability to establish and maintain effective working relationships with those contacted in the course of work. Ability to work in an office and in the field, including exposure to computer screens, construction hazards, and treatment plant operations; must be able to travel to other locations. Ability to sit for prolonged periods. Ability to exert up to ten (10) pounds of force and/or negligible amount of force frequently or constant to lift, carry, push, pull or otherwise move objects. Ability to see, hear, talk, stand, twist, and use repetitive motions. Ability to lift up to 50 pounds.
