Associate Attorney - Compliance

Nichols | Jackson, a premier mid-sized law firm specializing in public sector law, is seeking a motivated, detail-oriented Associate Municipal Lawyer to join our dedicated local government practice group.

In this role, you will work closely with seasoned partners to provide comprehensive legal counsel to municipalities, public agencies, and special districts across the region. You will also represent municipalities in the prosecution of ClassC misdemeanors, municipal ordinance violations, traffic infractions, and code enforcement violations in the Municipal Court. This role involves managing a high-volume docket, conducting bench and jury trials, negotiating plea agreements with defense counsel and pro se defendants, and providing legal guidance to city departments, including code enforcement, animal control, and law enforcement.

This position offers a unique blend of advisory work and public sector litigation with a focus on municipal prosecution, providing an excellent opportunity for an attorney to build a robust career in public law. Key Responsibilities Trial Advocacy & Court Appearances: Represent the City in all stages of municipal court proceedings, including arraignments, pre-trial hearings, bench trials, jury trials, and post-conviction hearings.

Case Evaluation & Preparation: Review police reports, citations, digital evidence (body-worn camera footage), and witness statements to determine the legal sufficiency of charges. Draft complaints, motions, subpoenas, and other legal pleadings.

Docket Management: Efficiently manage a high-volume daily docket. Review, evaluate, and respond to discovery requests in accordance with statutory requirements.

Plea Negotiations: Formulate and negotiate fair plea agreements with defense attorneys and unrepresented defendants, balancing public safety with justice and rehabilitation.

Community Relations: Interact professionally with victims, witnesses, defendants, and the general public, ensuring a fair, transparent, and respectful legal process.

Advisory & Governance: Draft and review municipal ordinances, resolutions, contracts, and regulatory frameworks. Provide legal guidance on public records laws (e.g., TexasPIA andFOIA) and open meeting requirements.

General Counsel Support: Assist primary City Attorneys in drafting, reviewing, and interpreting ordinances, resolutions, public contracts, and procurement documents for multiple municipal clients.

Public Meetings & Governance: Attend and provide legal counsel at evening City Council, Planning Commission, Board of Adjustment, and Zoning Board meetings. Advise public officials on open meeting laws, public records compliance, and conflict-of-interest regulations.

Land Use & Zoning: Assist local boards (Zoning Boards of Appeal, Planning Commissions) with land use applications, variance requests, and development agreements.

Litigation Support: Represent municipal clients in administrative hearings, state courts, and federal courts. Conduct legal research, draft pleadings, motions, and appellate briefs.

Qualifications & Skills Education & Bar: Juris Doctor (J.D.) from an accredited law school and active, good standing membership in the State Bar.

Experience: 1–3 years of legal experience. Prior experience in municipal law, land use, or civil litigation is a significant plus, but judicial clerks with a strong interest in local government are encouraged to apply.

Skills & Knowledge:

Thorough knowledge of criminal law, rules of evidence, criminal procedure, and constitutional law.

Familiarity with municipal ordinances, state transportation codes, and local government dynamics.

Exceptional verbal and written communication skills, with a proven ability to litigate effectively.

Strong negotiation and interpersonal skills to handle sensitive public interactions.

Excellent time management and organizational skills to handle dense dockets under tight deadlines.
