Civil Construction Engineering I

Multiple USDA Rural Development (RD) state offices are hiring engineers with experience and expertise in the water and waste industry. RD is proud to be the only Federal agency exclusively focused on improving the quality of life in rural America, and part of that is funding construction of water and waste facilities in rural communities through the Water & Environmental Programs.
Duties include providing technical services to RD staff concerning the planning, design, and construction of water and waste facilities; reviewing engineering reports, engineering services agreements, bid documents, and construction contracts; and advising consulting engineers about RD requirements.

Performs a variety of assignments requiring professional experience and competence in civil/environmental engineering and construction processes utilized in water and waste disposal infrastructure projects.
Duties Reviews and analyzes planning documents/Preliminary Engineering Reports (PER) and makes recommendations regarding the technical merit of applications for water and waste disposal infrastructure funding.
Reviews and concurs with engineering service agreements, bid documents, and construction contracts used for drinking water, wastewater, solid waste, and stormwater infrastructure projects.
Participates in onsite visits such as pre-construction conferences, monthly construction meetings, substantial completion/pre-final inspections, and warranty inspections.
Advises and provides training to staff on civil and environmental engineering technical matters related to Rural Development programs.
Advises and consults with private groups, public bodies, and state and/or Federal agencies on civil and environmental engineering matters for drinking water, wastewater, solid waste, and stormwater projects financed by Rural Development.
Professional engineering licensure or advanced degree preferred.
