Head of Programme Management

Under the general direction of the Collection Services Deputy Director, the Data and Analytics Program Coordinator will manage the Collection Services Division's Process Improvement, Data Analysis, and GIS programs. This role is essential to the growth and improvement of Collection Services' operations and will have significant responsibility for formulating and administering departmental policies, programs, and procedures related to data‑driven operational improvement. The coordinator will analyze data, identify opportunities for improvement, and develop recommendations based on the data with input from operational staff and department leadership.

Key Areas of Responsibility

Develop a comprehensive data plan to ensure that systems utilized by the division provide the data needed for performance management. The data plan will catalog and map the sources of all data needs and produce a dashboard for management to review on a regular basis.

Lead process improvement projects focused on improved service delivery using Lean Six Sigma methodologies.

Develop and oversee the essential work of creating and maintaining standard operating procedures (SOPs), basic data related to employee tasks, or identifying and addressing the need for process improvements. Conduct studies and implement policies and SOPs to improve operations, reliability, efficiency, and customer service.

Promote a culture of data literacy within the division and document SOPs to assist employees on how to access, interpret, and use data dashboards and reports. Train and assist employees to understand how data relates to their day‑to‑day work and how they can use it to improve performance.

Identify, track, and implement opportunities for process improvement using data‑driven methodologies, such as Lean Six Sigma.

Monitor and report key performance indicators (KPIs) and performance metrics such as missed collections, truck availability, customer satisfaction, and safety incidents.

Assist with the implementation and integration of technology tools like RFID readers, fleet tracking systems, and route optimization software, ensuring the data from these tools is captured and used effectively.

Integrate technological solutions into field operations.

Respond to performance audits, litigation research, and information requests.

Assist with change management initiatives.

Write reports, write and develop contracts, and perform related tasks as assigned.

Perform related duties as assigned.

Desirable Qualifications

Experience in data analytics, process improvement, GIS analysis, and creation of standard operating procedures.

Ability to learn new technology, leverage available tools for efficiency, and research data solutions.

Ability to successfully maneuver large employee populations, substantial operating budgets, and high‑profile programs.

Strong quantitative analytical abilities, including a thorough understanding of common data analysis tools and programs.

Ability to communicate complex and technical information in a simple, clear, and straightforward manner, including the use of graphs and tables as needed.

Ability to communicate effectively with different audiences, including elected officials, various levels of city management, and members of the public.

Ability to comprehend technical details and understand how they relate to and impact the "big picture".

Ability to work both independently and as part of a team in a fast‑paced, high‑pressure environment with tight time constraints.

Interest in municipal activities and services and how they impact the community.

Highly ethical and objective, with the ability to navigate in a political environment without being political.
