Program Manager
Savvee Inc. is seeking a mission-focused Program Manager to support our federal client onsite in Washington, DC. The ideal candidate will bring extensive experience leading complex federal programs that support IT governance, portfolio management, and strategic organizational initiatives within a CIO environment. This individual will excel at overseeing contract performance, resources, and financial operations while serving as a trusted advisor to senior government stakeholders and guiding multidisciplinary teams in delivering high-quality program management support.
Essential Functions

Serving as the dedicated Program Manager and primary point of contact between the Government (COR/CIO leadership) and the contractor team as well as meeting with the COR and CIO leadership on project management matters (staff introductions, meeting schedules, delivery dates).
Planning, facilitating, and documenting the task order kick-off meeting (agenda and minutes) within 10 business days of award.
Establishing and maintaining the team organization chart identifying the Program Manager and a task lead for each task area.
Directing the task leads for each SOW task area - Business Analyst, Senior (IT Portfolio Management), Project Task Manager (Program and Project Management Support), Communications Specialist (Strategic Portfolio Communications), and Technical Writer (Governance Documentation) - and the Financial/Functional Analyst (IT financial management) and Enterprise Engineer (systems and platforms) sub-area leads.
Participating in regular project meetings called by the Government, vendors, and contractor partners to discuss status, specifications, work plans, schedules, and project issues.
Preparing and submitting the monthly Accomplishments Report, which include assignments and work completed, personnel changes, project risks, milestones completed, and a look-ahead of upcoming key activities, no later than 5 business days after the start of each month.
Conducting presentations and briefings for various audiences as requested and overseeing quarterly, or as-requested, portfolio, program, and project briefings and reports providing expert recommendations and portfolio status.
Overseeing delivery and quality of all task order deliverables (briefings/reports, meeting management and facilitation, communication management, expertise and support, documentation creation and management), ensuring completeness, accuracy, and timely delivery and correcting any rejected deliverable within three workdays or providing a corrective action plan.
Providing program management, project coordination and integration, and governance support to federal and department-wide IT initiatives throughout the IT solution lifecycle, including support to the client's IT audit and IT compliance programs.
Producing program management analysis, status reports, dashboards, and maturity recommendations for key IT portfolio management programs and providing analysis and recommendations on implementation of IT governance policy, structure, and process.
Supporting implementation of federal IT mandates (e.g., FITARA), providing input to responses to OMB and GAO requests, and leading support for the maturation of the client's portfolio and financial management office and its supportive programs.
Managing contract resources, including staffing, onboarding, security processing, and personnel performance; respond to any Government quality-of-service notice within the two-week performance improvement period and provide replacement personnel without a break in service.
Managing task order financial performance, including tracking labor hours and cost against the firm-fixed-price schedule, monitoring funding under the Limitation of Government's Obligation clause and notifying the Contracting Officer in writing before expenditures reach 85 percent of allotted funds, and reviewing monthly invoices for accuracy prior to submission.
Ensuring all work is performed within the scope of the COR's written Technical Direction and notifying the CO in writing within three working days of any direction believed to exceed the task order scope.
Ensuring contractor personnel identify themselves as contractor employees; report any actual or potential Organizational Conflict of Interest (OCI) to the CO immediately.
Establishing and reporting performance standards that allow the Government to track cost, schedule, and planned-versus-actual performance.
Performing other duties as assigned by the COR.
Performing additional duties as assigned in support of evolving contract requirements and client needs.
Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client.
Demonstrating a commitment to quality and customer support.
Required Education and Training

Bachelor's degree
Project Management Professional (PMP) certification or equivalent
Minimum Experience and Skills Required

Eight or more years of related experience leading and managing large scale IT programs
Six or more years of proven experience managing a program
Demonstrated expertise to manage and deliver all SOW task areas: IT portfolio management/CPIC support, IT strategic planning, enterprise IT risk management, IT financial management and governance, program/project management support, portfolio communications, and governance documentation
Must have the ability to obtain the client's suitability and meet federal background investigation requirements
A proficiency in utilizing MS Office products
Proven familiarity with Artificial Intelligence (AI) concepts and responsible use of AI-assisted tools
Excellent written and verbal communication skills
A highly motivated self-starter
Must be motivated and have excellent customer service skills
Desirable but Not Required Qualifications

Direct experience supporting federal CPIC processes, OMB IT Dashboard and Integrated Data Call (IDC) submissions, and FITARA implementation at the department/agency level
Experience supporting federal IT governance boards, investment reviews, and OMB/GAO/Inspector General data requests and audit responses
Experience with IT portfolio management, IT governance, and IT financial management systems/tools
Credentials beyond the required PMP, such as PgMP, FAC-P/PM, or Certified Government Financial Manager (CGFM)
Master's degree in a related field
