Buyer - Full time - Supply Chain Purchasing

Position Summary: Under the direction of the Procurement Manager this position is responsible for procurement
of goods and services in accordance with established policies, procedures, and laws governing
the MPEA with minimal supervision. The Procurement Specialist will work on a broad range of
projects but will specifically work on procurements to support the campus operations.
Key Responsibilities: Assist with the purchase order processing system for all MPEA departments. Responsible for approving requisitions for vendor payments to ensure they are within the procurement policies, contract requirements and Board authorization.
Generate purchase orders on a weekly basis
Process all Procurement department invoices
Maintains procurement tracking management systems included but not limited to tracking the progress and status of every procurement and resulting contracts, summarizing and communicating reports to users and management on a regular basis.
Distribute and file executed contracts
Generate contract-spend-to-date reports in order processing system on monthly/quarterly basis
Responsible for the accurate and timely posting of procurement solicitation documents to the company’s website. Places all necessary advertisements/notices pursuant to required timelines for the competitive solicitation process.
Maintaining MPEA Procurement web page by uploading to media library, including updated contract lists, current bid opportunities, etc.
Maintain the electronic document filing system that archives documents and allows for
easy department access and retrieval.
Conduct outreach to expand the number of potential vendors to be notified of
proposal/bid opportunities; maintain vendor registration database
Attend outreach events as necessary
Perform administrative duties for the Procurement department, such as, but not limited
to:
Prepare correspondence/communication to internal user departments as well as contractors/vendors in timely manner
Direct incoming calls and emails to the appropriate staff members
Prepare necessary arrangements for any visitors
Prepares solicitation documents for Invitation for Bids and Requests for Quotes. Works closely with end-users to draft specifications and conducts research on scope/products/industry and performs outreach to potential vendors.
Evaluates the responsiveness of bids. Conducts or facilitates the evaluation of offers and determines best source in accordance with the solicitation requirements.

Qualifications Bachelor’s Degree in Business Administration, Public Administration, Supply Chain
Management or a related field or equivalent of five (5) years’ work-related experience,
preferably in a government or quasi-government, or large public facility environment.
Proficiency with ERP/procurement systems and Microsoft Office (Excel, Word, Outlook).
Knowledge of Oracle (JDE) software
Effective and proactive communication and ability to prioritize effectively
Preferred Qualifications
Experience in a convention center, stadium, airport, or large hospitality/entertainment venue.
Working knowledge of public‑sector procurement processes, competitive bidding, and contract administration.
Familiarity with the Illinois Procurement Code and public authority procurement practices.
Skills & Competencies Ability to manage multiple procurements simultaneously in a fast-paced, event-driven environment.
High ethical standards and commitment to public service and accountability.
Strong attention to detail and ability to meet strict deadlines.
NOTE: Selection will be based on an evaluation of applicants’ training, skills and experience.
Pay $75,000-$85,000
