Human Resources Generalist/ Recruiting Support

Performs complex administrative support work in the Human Resources Department of the Western Virginia Regional Jail and performs related work as required.

An employee in this class performs important administrative and support work involving Human Resources functions for the Western Virginia Regional Jail. These functions include work in the day-to-day Human Resources needs in various areas. All work is performed under the direct supervision of the Human Resources Director, but the Director of Human Resources also works closely with the Deputy Superintendent in coordinating overall processes.

Post and manage external postings in the HRIS and participates as the HR representative in both external and internal interview processes as assigned

Maintain and utilize the HRIS Talent Acquisition and Talent Management modules in GHR for recruitment, onboarding, and offboarding processes.

Conduct new hire check-ins to measure employee satisfaction, etc.

Maintain and update new hire orientation information/packets as changes occur.

Attend job fairs with a sworn officer for recruitment purposes

In conjunction with the Investigator, screen applicants/recommend for consideration, schedule, perform written and physical agility testing, and interview as needed.

Maintain records of personnel transactions such as employee hires, promotions, transfers and terminations, as well as various pieces of employee information/data, to include storage of former employee files.

Maintain storage of all paper and electronic personnel files, as well as medical files.

Suggest and assist with updates to policies relating to human resources and personnel activities.

Suggest and assist with updates to the employee handbook.

Process insurance paperwork such as health, dental and vision insurance, flexible spending accounts, and basic/optional life insurance.

Process additional paperwork such as supplemental health coverage, legal coverage, primary Virginia Retirement System, secondary 457/401a retirement system.

Provide information to staff as required or requested on a variety of HR topics.

Assist with gathering data to conduct wage surveys within labor market to determine competitive wage rates.

Assist with gathering and storing applicant data for affirmative action reporting.

Participate in the jail’s recruitment and community relations activities as needed.

Supplement the needs of the HR Director on various projects, processes, etc.

Other duties as determined by the HR Director and the Superintendent.

Education Required: An Associate’s or Bachelor’s degree from an accredited college or university with major coursework in human resources/personnel management, business, public administration, education, or related field, and a minimum of 1 year of experience working in a Human Resources position, OR a minimum of at least six (3) years of working in human resources experience.

Preferred: Considerable background in local government and/or corrections personnel administration desirable. Certifications/ Licenses Experience/ Proficiency

Additional Requirements Supervisory Responsibilities

Required: Valid Virginia driver’s license with good driving record.

Preferred: SHRM Human Resources Certification at the certified professional or senior certified professional level (SHRM-CP or SHRM-SCP)

Required: Experience and proficiency in Microsoft Word and Excel Preferred: Experience and proficiency in Microsoft PowerPoint and in the use of some type of HRIS for entering, storing and managing employee data.

Must be a citizen of the United States and be twenty-one (21) years of age. Subject to a complete criminal history background search with acceptable results.

Must also be able to perform the job as described in the Physical and Environmental Demands section of this job description.

Must be able to pass a health screening w/ drug test to include marijuana.
