Under general direction of the Manager, Community Health Worker (CHW) and School Health Branch at the Texas Department of State Health Services performs complex consultative and technical work in support of the Promotores or CHW Training and Certification Program (CHW Program). Serves as a subject matter expert responsible for the review, evaluation, and certification of CHW and CHW instructor training curricula and related certification activities. Interprets and applies state statutes, administrative rules, policies, and procedures to assess curriculum compliance and resolve complex, sensitive, or non-routine certification issues with statewide impact. Provides training, advanced consultation and technical assistance to applicants, training entities, academic institutions, community-based organizations, and internal stakeholders. Supports program oversight, quality assurance, and continuous improvement through data analysis and reporting. Helps other program staff with different types of applications and related certification functions. Adheres to CHW Program policy and procedures.
Reviews, evaluates, and processes initial and renewal applications for CHW and CHW Instructor training curricula certification. Independently determines compliance with applicable statutes, administrative rules, policies, procedures, and certification standards; documents certification decisions; Evaluates complex or non-routine applications and analyzes variations in curriculum submissions, training methods, competency coverage, and supporting documentation to ensure consistency, accuracy, and integrity of certification outcomes across the program. Uses review findings to identify recurring compliance issues and recommend improvements to application review processes, certification guidance, and program standards. Provides training, advanced consultation, and technical assistance to public and private agencies, training centers, academic institutions, community-based organizations, applicants, and other stakeholders regarding certification requirements, standards, policies, procedures, and processes. Consults with these entities to resolve program problems, identify training needs, address compliance concerns, and discuss program effectiveness. Interprets laws, rules, and policies; and recommends changes to training guidance, technical assistance tools, or program procedures when recurring issues are identified. Supports the Texas CHW Partnership and additional certification activities, including training center certification and CHW Instructor certification, to ensure continuity and consistency across certification programs. Conducts application reviews, provides technical expertise, and supports resolution of escalated or program-wide issues. Analyzes the application of certification requirements and variations across related program areas to develop action plans that improve existing processes, initiate new program improvements, strengthen stakeholder guidance, and address identified service delivery or compliance gaps. Helps other program staff with CHW initial and renewal applications and related certification functions. Collects, organizes, analyzes, and maintains certification-related data, including application status, compliance findings, certification outcomes, and program activity trends. Develops and maintains tracking tools, reports, and data summaries to monitor timeliness, identify recurring deficiencies, evaluate consistency in certification decisions, and support program accountability. Reviews data for accuracy and completeness; and communicates findings to program leadership to support decision-making, quality assurance, workload monitoring, and continuous improvement. Prepares formal correspondence, written summaries, reports, and responses for internal leadership and external stakeholders related to certification activities, compliance concerns, application trends, and program performance. Uses data analysis and reporting to independently identify operational issues, recommend improvements, and support consistent implementation of CHW Program policies, procedures, and certification requirements. Performs other duties as assigned in support of program operations and agency objectives. Participates in emergency response, disaster recovery, or Continuity of Operations (COOP) activities, which require alternate work schedules or work locations. Knowledge of community health worker standards of practice, competencies and roles
Knowledge and understanding of adult learning methods, curriculum development and training techniques
Knowledge of communication and social marketing theories and their application in project development, implementation and evaluation.
Skill in comprehensive program management, planning, implementation and evaluation
Skill in developing oral and written materials in English and Spanish targeting various audiences
Skill in leading and facilitating diverse community groups and professionals
Skill in developing electronic presentations on training and certification in English and Spanish
Skill in managing and prioritizing multiple tasks, meet deadlines and customer needs in an atmosphere of competing demands
Ability to effectively communicate in English and Spanish with diverse audiences
Ability to develop, evaluate, interpret and apply agency policies, rules and regulations
Ability to monitor compliance with policies and procedures
Ability to conduct reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures.
Registrations, Licensure Requirements or Certifications:
Graduation from an accredited four-year college or university with a degree in or major course work in a relevant field such as education, public health, health promotion or health education.
Minimum of 2 years of experience reviewing, evaluating, or processing applications, curricula, certifications, approvals, or similar program materials to determine compliance with applicable requirements, standards, policies, or procedures.
Minimum of 2 years of experience providing training, consultation, technical assistance, or guidance to internal or external stakeholders on program requirements, standards, policies, procedures, or processes.
This position is eligible for part-time telework. Staff must be able to work in-person in Austin 2–3 days per week.
