This role is part of the Finance & Contracts team within the Office of Behavioral Health
This position is responsible for the overall coordination of requests for proposals (RFPs), including assisting Program staff with drafting and development of RFPs to include the completion of all required language and documentation. It works closely with leadership, program managers, finance, and contract management on all RFP related procurement activities. Core Responsibilities The Agency Procurement & Program Administrator is an integral part of the Finance & Contracts team at OBH, working closely with program managers to procure behavioral health services, construct contracts, and monitor contract performance. OBH administers roughly 300 provider contracts annually, and this essential position assists in the financial planning, monitoring, and evaluation of substance use disorder and mental health programs and services and collaborates across OBH, DHHS, and other State Agencies to ensure successful implementation of services. The position coordinates RFPs for OBH, administers and analyzes the performance of OBH contracts by working with program managers, finance staff, and assists program with allocation decisions.
Minimum Qualifications Have advanced education, training, and/or experience in contract administration, accounting, procurement, project management, financial management, or another related field
Have demonstrated experience coordinating multifaceted projects
Preferences Exceptional written communication and technical writing skills, preferably related to contracts and/or RFPs
Ability to interpret and present large amounts of data in a clear, accurate, and concise way
Ability to understand budgets and use financial data to tell a story

Dental Insurance – The State of Maine pays 100% of employee-only dental premiums ($395.72 annual value).
Retirement Plan – The State contributes the equivalent of 14.11% of the employee's pay towards the Maine Public Employees Retirement System (MainePERS).
Parental leave – All employees who are welcoming a child—including non-birthing and adoptive parents—receive six weeks of fully paid parental leave. Additional, unpaid leave may also be available, under the Family and Medical Leave Act.
