Knowledge, Skills, and Abilities

Understanding of project management principles, Agile methodologies (Scrum, Kanban), and the project lifecycle.

Experience with Agile concepts such as user stories, acceptance criteria, sprint velocity, burndown charts, and team capacity.

Ability to facilitate Agile ceremonies and support Scrum team operations.

Strong organizational and time‑management skills with ability to manage multiple priorities.

Clear written and verbal communication skills, including concise documentation and status updates.

Basic analytical skills with ability to gather, interpret, and present information.

Proficiency with Microsoft Office, SharePoint, Teams, and Agile tools such as Azure DevOps.

Ability to work collaboratively with cross‑functional teams, business partners, and technical staff.

Attention to detail and commitment to accuracy in documentation and reporting.

Ability to follow established and Commonwealth processes and seek guidance when encountering unfamiliar situations.

Willingness to learn and grow in both traditional and Agile project management disciplines.

Minimum Requirements

Information Technology, Project Management, or related field; equivalent experience may be considered.

2-5 years of experience supporting projects, Agile teams, or administrative operations.

Exposure to Agile methodologies through coursework, training, or hands‑on experience.

Experience using standard office software and collaboration tools.

Experience with Tolling environment.

Certified Scrum Master (CSM), Scrum Foundations, or equivalent Agile certification (preferred).

CAPM or other entry‑level project management certification (preferred).

Required/Desired Skills

Required: 3.0 years experience supporting projects, Agile teams, or administrative operations.

Highly desired: 5.0 years experience with Tolling environment.

Required: 1.0 years Certified Scrum Master (CSM), Scrum Foundations, or equivalent Agile certification.

Desired: 5.0 years ability to analyze and document business and systems processes.
