Water Treatment Plant Project Specialist

Under the direction of assigned supervisor, the Project Specialist performs technical, administrative, and research functions for projects or programs requiring specialized training and knowledge along with the ability to plan, coordinate, and assist with the implementation of such projects or programs. Lead worker responsibilities may be exercised over assigned departmental personnel. Incumbents, as assigned, may be responsible for performing records research and management, maintaining databases, providing technical assistance, and training, and processing claims. Distinguishing Characteristics (For use in a job series only) Positions in this class perform technical, administrative, and research functions for projects or programs requiring specialized training and knowledge and assist with the implementation of such projects or programs. This class differs from the higher-level Management Analyst class that provides advisory, analytical, and administrative professional services in support of an assigned department. Essential Functions, Duties, and Tasks: The following list of functions, duties, and tasks is typical for this classification. Provides technical and administrative support to the department and assigned supervisors. Coordinates programs and may serve as project liaison with internal and external stakeholders in support of programs. Receives and responds to internal and external customer inquiries and information requests. Researches, analyzes, troubleshoots, and provides information and support related to the functional area of the assignment; designs and produces planning and data analysis materials and reports; coordinates preplanning programs and data management. Coordinates, monitors, and responds to complex information and record requests; research related data and information; explains and interprets information related to processes and procedures. Maintains or oversees administrative and records management processes according to regulations and records retention procedures. Prepares documents for storage, maintains logs, and enters and retrieves data. Researches and analyzes issues related to assigned programs or projects, including policy implications and their impact on the public. Provides feedback and project status information, as required. Performs contract administration. Reviews and drafts a variety of public documents, including bid and contract documents, city briefing memos in relation to projects, speeches, proposals, and policy discussion papers, based on the area of assignment. Manages records and information in any format, in accordance with applicable statutes, regulations, and city policies, guidance, and records retention schedules. Prepares, writes, and maintains the department's marketing materials, including website, fliers, maps, PowerPoint presentations, proposals, social media posts, and other materials for publication; designs and produces visual marketing and communication materials in support of a program or project, which may include office and/or field work. Assists with budget preparation and administration; reviews expenditures and prepares cost estimates for budget requests; provides expense tracking and transfer requests; maintains information and provides related reporting. Provides administrative support for trips and project/program related meetings and events, and other project-specific activities. Plans, implements, and administers training, learning, and development program that responds to the department's goals and staff's development needs. Education and Experience: Associate’s degree in a closely related field; and three years of related experience in the area of assignment; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
