IT Contracts and Procurement Analyst

Position Information Sonoma County Information Systems Department (ISD) seeks an IT Contracts and Procurement Analyst to support the Administration Division. The role reports to the Administrative Division Director and collaborates with IT staff, vendors, customer departments, and fiscal teams. Salary: up to $60.72 per hour ($126,729 per year). Total compensation package is competitive. Responsibilities Collaborate with vendors, customer departments, and internal stakeholders. Review vendor proposals and oversee software licensing, including renewals, compliance tracking, and usage optimization. Serve as liaison among IT staff, vendors, and departments to ensure solutions meet operational needs. Assist in negotiating contracts, pricing, and service terms with central purchasing and legal staff. Maintain accurate inventory and documentation of IT assets and licenses. Coordinate with fiscal staff to align procurement activities with budget planning and fiscal controls, including communication on renewals and contract obligations. Research products, develop specifications, and recommend purchases. Partner with IT leadership, procurement, and legal staff on final vendor selection, contract approval, and policy compliance. Qualifications Experience supporting procurement and contract administration in a public-sector or organizational setting. Knowledge of procurement practices such as competitive bidding (RFP/RFQ), contract development, and cooperative purchasing. Understanding of technology purchasing, including software licensing models (MSA, ELA, subscriptions, renewals). Familiarity with public purchasing laws and policies. General IT knowledge to support hardware, software, and technical specification review. Experience working with multiple stakeholders. Proficiency with Excel, financial/purchasing systems, and service ticket platforms. Strong communication skills and ability to interact with technical and non-technical audiences. Reliability and collaborative problem‑solving in a team‑oriented environment. Software license or asset management experience is desired but not required. Security Clearance The position requires access to the Sheriff’s Office or Probation Department facilities. A security clearance will be performed after hire and may be required for probationary period completion. Benefits Hybrid telework options based on assignment. Salary advancement after 1,040 hours.
