Senior Director of Real Estate and Asset Management

Position Summary / Basic Function The Senior Director of Real Estate and Asset Management is a senior executive responsible for leading the affordable housing portfolio of the Housing Authority of Travis County (HATC) and its affiliate corporations across the full lifecycle of its assets: from the acquisition, financing, and construction of new developments and capital improvements to the daily operations, maintenance, and long-term regulatory compliance of existing residential properties. This role requires strategic leadership to maximize portfolio value and ensure strict compliance. The Senior Director personally manages hands-on development deals for new affordable housing while overseeing third-party management agents responsible for the existing portfolio, holding them accountable for daily operations, budgeting, and regulatory compliance. The Senior Director serves as HATC’s primary liaison on matters related to real estate development, asset management, and capital planning. The Senior Director maximizes federal, state, and local development resources to expand the supply of affordable housing, including Low-Income Housing Tax Credits (LIHTC), tax-exempt bond financing, and other mechanisms authorized under Chapters 303 and 392 of the Texas Local Government Code. Essential Duties & Responsibilities Real Estate Development Leads the development and execution of HATC’s long-term real estate strategy, including acquisitions, redevelopment, capital investment planning, and the advancement of a financially sustainable pipeline of high-quality affordable housing opportunities aligned with HATC’s strategic priorities. Directs all phases of development, including acquisition, feasibility, financing, design, construction, and closeout. Develops partnerships and pursues public and private funding opportunities. Completes financing applications, reviews legal documents, and negotiates complex agreements, including MOUs, affordability levels, and fee structures. Maintains relationships with lenders, investors, funding agencies, developers, architects, engineers, contractors, governmental entities, public officials, attorneys, and the public. Manages project schedules, budgets, milestones, risk management, and regulatory compliance. Performs and reviews complex financial analyses, development pro formas, investment scenarios, and project feasibility analyses to support executive and Board decision-making. Asset Management and Third-Party Oversight Oversees third-party management agents and staff, holding them accountable for portfolio-wide property operations, financial performance, risk management, resident services, and regulatory compliance through established performance metrics. Monitors portfolio performance through operational and compliance metrics and implements strategies to maximize asset performance and long-term sustainability. Develops physical needs assessments and long-term capital plans to preserve the value of HATC assets. Compliance and Budgeting Reviews and approves annual operating and capital budgets and monitors portfolio financial performance. Develops policies and ensures compliance with all applicable federal, state, and local laws, HUD regulations, LIHTC requirements, and other funding program requirements. Prepares the portfolio for inspections and audits and implements corrective actions. Leadership Leads, mentors, and develops assigned staff and consultants. Establishes performance expectations and ensures accountability. Promotes a culture of innovation, accountability, and continuous improvement. External Relations Prepares reports and presentations for executive leadership and the Board and serves as primary staff liaison to the Board on real estate development, asset management, and capital projects. Represents HATC before external stakeholders, partner organizations, and public forums, and attends conferences. Develops and maintains strategic relationships with local governments, housing authorities, nonprofit organizations, developers, lenders, investors, and community partners. Monitors legislative and industry trends. Minimum Qualifications Bachelor’s degree in Public Administration, Urban Planning, Real Estate, Business, Construction Management, or related field; Master\’s degree preferred. 8+ years of progressively responsible affordable housing, real estate development, asset management, or related executive experience. Demonstrated success delivering multifamily affordable housing projects. Experience with LIHTC, PBRA, HOME, CDBG, and other public/private financing. Demonstrated understanding of the principles and practices of project and risk management. Knowledge of typical construction costs and operating expenses for multifamily rental properties. Experience negotiating and completing development agreements, contracts, and procurement, and performing financial modeling and funding applications. Ability to effectively coordinate and communicate with development teams that include other employees, consultants, architects, engineers, builders, public and private sources of financing, and local and state government officials. Proficiency in Microsoft Office Suite and data tracking systems; experience with property management and development software (e.g., OneSite) preferred. Experience providing effective supervision. Licenses, Registration, Certifications, or Special Requirements Valid Texas driver\'s license. Background check required. Supervisory Dimensions Exercises considerable independent judgment and decision-making authority within Board policy and consistent with organizational objectives and is accountable for achieving strategic, operational, and financial goals. Advises the CEO and Board of Commissioners regarding development opportunities, portfolio performance, capital investments, financing strategies, and real estate policy. Complexity Requires independent judgment, strategic thinking, prioritization, negotiation, and the ability to balance multiple complex development projects, portfolio objectives, financial considerations, and regulatory requirements. Scope and Effect Successful performance directly expands and preserves HATC’s affordable housing portfolio, strengthens the Authority’s financial position, and ensures that properties remain safe, financially sound, and compliant while supporting HATC’s mission to provide quality affordable housing. External Contacts Developers, architects, engineers, contractors, lenders, investors, syndicators, attorneys, auditors, consultants, HUD representatives, TDHCA, Travis County officials, municipal staff, nonprofit organizations, and community stakeholders. Internal Contacts Participates as a member of HATC’s executive leadership team, contributing to organizational strategic planning, policy development, budgeting, and agency-wide initiatives. Frequent contact with HATC staff across all departments. Physical Demands Work is performed primarily in an office environment with regular visits to construction sites, HATC properties, and partner locations. Frequent travel to development sites, public meetings, and partner organizations. Ability to traverse active construction sites. Occasional evening and weekend meetings. Work Environment The role is primarily performed in an office environment with frequent site visits to HATC properties, development sites, and community locations. The position requires flexibility to attend meetings outside normal business hours as needed, and occasional travel for training, conferences, partner meetings, and other organizational activities.
