DOLA-Rental Assistance Program (RAP) Specialist- Single Point of Contact (SPOC)-Administrator III

Title and Classification Title: Administrator III (Class Code H1B3XX) Primary Duties and Responsibilities Program Management, Technical Assistance, and Regulatory Compliance Manages approximately 8‑12 Colorado Division of Housing contractors overseeing 800–1,000 voucher participants; provides first‑line programmatic support, technical guidance, and oversight using federal, state, and agency regulations. Identifies and corrects programmatic errors through case file review and Emphasys Elite database processing; tracks voucher turnover and waiting list status; completes accommodation approvals or denials within firm deadlines. Utilizes the CORE accounting system to maintain accurate program data, ensure timely payments to landlords and contractors, and answer complex inquiries from stakeholders. Monitoring, Enforcement, and Training Administers daily, monthly, and annual program monitoring; meets weekly with contractors to resolve compliance issues; conducts annual on‑site monitoring and file audits for eligibility and documentation. Analyzes contractor performance, identifies QA concerns, and develops tailored multi‑tiered training plans; issues warnings and recommends contract termination as necessary. Executes onboarding, develops training materials, and presents monthly webinars to contractor staff. Special Program Administration Serves as a specialized resource for assigned projects; collaborates with staff, contractors, and stakeholders to coordinate, evaluate, and execute key agency priorities. Specific Assignments (rotational or as‑needed) Voucher Program Subject Matter Expertise Acts as SME for State Housing Voucher and/or Permanent Supportive Housing programs to ensure compliance and technical accuracy. Elite Reasonable Accommodation Process Oversight Oversees end‑to‑end processing of reasonable accommodation requests within the Elite system to maintain fair housing compliance. Specialized Housing Programs Coordinates administration and compliance of Family Self‑Sufficiency, Project‑Based Vouchers, and the Homeownership Program. Landlord Engagement and Portal Management Manages landlord recruitment, portal reconciliation, newsletter publication, and landlord webinars. Data Integrity, Compliance, and Systems Training Handles data integrity projects, cleans up leads databases, and trains staff on the Emphasys‑Elite system. Programmatic Financial Integrity Audits financial processes, tracks fraud prevention, and oversees repayment agreements and terminations. Training Coordination Builds, schedules, and delivers monthly technical webinars and training courses for contractor staff. Deploys as part of an internal special team to provide temporary voucher administration and backup coverage. Minimum Qualifications Six (6) years of experience administering a state or federal rental assistance program that includes issuing vouchers and ensuring program compliance; includes application management, caseload management, eligibility determination, and regulatory application. OR a combination of related education in human services, psychology, sociology, social work, public administration, business management, real estate or a closely related field and experience described above to equal six years. Required Competencies Ability to create accessible documents and technical content that follows plain language guidelines. Strong analytical, organizational, and problem‑solving skills. Ability to work across teams and multi‑task, prioritize assignments, and accommodate shifting deadlines. Effective verbal and written communication skills. Experience in business writing and processing moderate volumes of business or administrative data. Proficiency in Microsoft Excel or Google Sheets (lookups, conditional formulas, pivot tables, etc.). Preferred Qualifications State of Colorado government work experience providing technical assistance or training. Knowledge of and experience working with Emphasys Elite or similar PHA software. Experience navigating and utilizing Colorado state database systems (CORE, CBMS, FSR, DOL). Experience working closely with diverse communities, particularly individuals with disabilities and those navigating housing instability. Experience interpreting complex regulations and advising stakeholders on policy compliance. Professional work experience in affordable housing program administration. Experience conducting HQS or NSPIRE inspections. Ability to present and provide technical assistance and training to a large group of people.
